On the evening of May 24, Ho Chi Minh City National University launched the program "Resolution No. 57: From vision to implementation of the state-school-enterprise cooperation model".
The program aims to effectively implement Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation, while linking with Resolution No. 68 on private economic development.
The "3 houses" model is an activity to "keep the fire burning" to bring the resolution into life.
Speaking at the ceremony, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, said that the launch of the "3-house" cooperation model (state, school and enterprise) by Ho Chi Minh City National University with the enthusiastic participation of the business community, local leaders, scientists ... is an activity to "keep the fire burning" so that Resolution 57 can come into life.
Mr. Quang believes that the government must have a different approach and solution than what has been done to implement the resolution. Mr. Quang pointed out the reality that although the resolution has a superior mechanism, the service institutions are not adequate, and there is still a mentality of apprehension and fear of making mistakes.
He suggested that all levels be braver, more confident, stick to the resolution and apply it flexibly, not avoid or shirk responsibility.
Mr. Quang suggested that it is necessary to boldly cut 50% of the time, conditions, and procedures in the field of "3-house" linkage (compared to the general target of 30% by the end of 2025), and there could even be a "separate lane" for priority vehicles for this.

For scientists and schools, Mr. Quang suggested focusing on problems to improve production and business models to increase labor productivity, research related to applicability, practice and preparing human resources to meet actual needs when students graduate...
In particular, for businesses, Mr. Quang emphasized the central role and hoped that businesses and entrepreneurs would be "more willing to play" in the "3-house" association model.
In this cooperation model, Mr. Quang also proposed the need to establish a fund to coordinate business resources to "spend money" effectively, transparently and effectively.
Notably, in his role as Deputy Head of the Central Steering Committee for the implementation of Resolution 57, Mr. Quang committed to accompanying the program and publicly disclosing his personal phone number to be ready to listen to the opinions of businesses, investors, scientists, etc.

Mr. Nguyen Thanh Nghi - Standing Deputy Secretary of the Ho Chi Minh City Party Committee, said that the implementation of the "3-house" cooperation model is a key step to realize the goals of Resolution 57, in which the state plays the role of institutional creation, strategic coordination and removing difficulties and obstacles. Schools, typically Ho Chi Minh City National University, take on the role of human resource training, research and technology transfer. Enterprises are the subjects applying commercialization of research results, orienting practical needs.
Taking the metaphor from the proverb "One tree cannot make a forest, three trees together can make a high mountain", Associate Professor Dr. Vu Hai Quan - Director of Ho Chi Minh City National University, said that the "3-house" cooperation model is a strategic triangle, the core of the national innovation ecosystem. In which, the state plays a role in creating, establishing institutional frameworks, leading investment, ensuring fairness and creating motivation to accept risks to promote innovation...
The school is the center of knowledge generation, providing intellectual resources, conducting fundamental research, and developing applied solutions. Enterprises play a key role in commercializing research products, putting innovation into practice, and spreading value to the market.
According to Mr. Quan, when this strategic triangle operates effectively, the country will have the opportunity to "take shortcuts and get ahead", escape the middle-income trap and rise strongly.

From a business perspective, Mr. Pham Phu Ngoc Trai - Chairman of the Vietnam Packaging Recycling Alliance (Pro Vietnam), said that improving professional management capacity is an increasingly urgent requirement in the current development journey, not only for businesses themselves, but also for the state management apparatus and highereducation institutions.
According to Mr. Trai, only when all "3 houses" move forward with modern, effective and transparent management thinking, can we build a real, synchronous and sustainable cooperative ecosystem.

According to Ms. Dang Huynh Uc My - Chairwoman of the Board of Directors of Thanh Thanh Cong - Bien Hoa Joint Stock Company (TTC AgriS), in the era of global green transformation and deep integration, the strategic cooperation model between the State, schools and enterprises is an inevitable requirement to create a truly innovative and sustainable ecosystem. This "3-house" model is considered the 3 pillars, the foundation for a strategic breakthrough in transforming Vietnamese agriculture.
The cooperation with Ho Chi Minh City National University is an important milestone for applied research, creating experimental models and transforming academic knowledge into results in the field, in the factory and in the market.
In addition to the above "3 houses", in agriculture, TTC Agris also integrates two more important forces: farmers (who directly create innovation) and financial partners (accompanying and promoting green growth).

At the program launch, Ho Chi Minh City National University signed cooperation agreements with 10 large enterprises such as Coteccons, TTC AgriS, Tetra Pak, Nestlé, Suntory PepsiCo, ACB, Sunwah... in 6 priority areas, including: Developing high-quality human resources, promoting research and technology transfer, applying digital transformation, innovation and startups, sustainable development, social responsibility and policy development, "3-house" coordination mechanism.
In addition to the general cooperation framework, the signatory enterprises also agreed to implement a number of specialized cooperation contents based on the needs and specific areas of expertise of the enterprises.
