The draft law amending and supplementing the Law on Education stipulates the abolition of the junior high school graduation certificate and assigns the authority to the junior high school principal or the head of the junior high school education institution to confirm the completion of the junior high school program for students, instead of the current practice of the district-level Department of Education and Training to issue graduation certificates.
The Ministry of Education and Training believes that abolishing the junior high school diploma will reduce costs by about 14 billion VND per year.

According to the Ministry of Education and Training, abolishing the secondary school diploma helps reduce costs related to printing, issuing, and managing secondary school diplomas. According to statistics from the education sector, every year, on average, about 1,400,000 students graduate from secondary school, the cost for a diploma is 5,000 VND/1 diploma, the cost for printing, managing and issuing the diploma is 5,000 VND/diploma. It is estimated that the cost for printing, issuing, and managing secondary school diplomas is 14 billion VND/year.
The Ministry of Education and Training also believes that abolishing the junior high school diploma will promptly institutionalize the policy of strong decentralization and delegation of power in state management. Empowering heads of educational institutions to confirm and grant diplomas is a concrete step in clearly defining authority and responsibility between the central and local levels, between management agencies and implementing agencies.
At the same time, in line with the trend of modern administration, streamlining the apparatus, increasing operational efficiency, contributing to eliminating unnecessary administrative intermediaries, shortening processes, reducing pressure on management agencies, and increasing autonomy and accountability of schools.
"Abolishing the junior high school diploma is consistent with the nature of universalizing junior high school education as a social policy, not a training system with a diploma output. Confirming the completion of the study program is enough to serve the purpose of streaming and transferring levels, there is no need to maintain the administrative diploma issuance mechanism," the Ministry of Education and Training explained.
In addition, the abolition of the junior high school diploma is also assessed by the Ministry as approaching international practice, creating conditions for integration. Developed countries such as the US, UK, Finland, and Canada do not issue junior high school diplomas but give the right to confirm learning outcomes to principals, using them as a basis for continuing to higher education or career orientation.
The Ministry of Education and Training also affirmed that abolishing the junior high school graduation certificate does not affect the rights and learning opportunities of learners. Replacing the certificate with a certificate of completion of the program still ensures full legal basis for learners to transfer to another level, learn a trade or continue their studies as desired.
