The official website of the Ministry of Education and Training (MOET) re-posted the speech of Minister Nguyen Kim Son at the working session with Quang Ninh province on education management when implementing the organizational arrangement, contributing to the completion of the construction of the Law on Teachers, which took place on May 15.
Accordingly, when referring to the policy of studying 2 sessions/day, the Minister of Education and Training emphasized the implementation principle that the main curriculum is only allowed to be implemented in one session, the second session cannot be transformed into extra classes.

"If we want to make schools orderly and teaching activities healthy, there is no other way than to prevent forcing students to take extra classes in any form. We must aim for an active, attractive, and convincing education, not a forced education.
And it is the responsibility of the education sector to fully convey the content of subjects during regular school hours.
Extra classes may improve students' exam results, but they are not a place that brings much value to human development.
"Let's replace extra study sessions with other activities to free students from the "shackles" of academic achievement and unreasonable expectations. This is a true liberation from within, so it requires perseverance, but no matter how difficult it is, it must be done," said Minister Nguyen Kim Son.
Also at this working session, the issue of educational management when implementing the two-level local government model, including teacher management and use, was raised.
Currently, the entire Quang Ninh province lacks 2,660 teachers. Director of the Quang Ninh Department of Education and Training Nguyen Thi Thuy suggested that the education sector should take charge of recruiting teachers to overcome the current surplus and shortage of teachers.
Regarding state management in the field of education, the Minister noted that there needs to be a division of responsibilities between the department and commune levels, but not rigidly.
After the administrative unit reorganization, it is estimated that each commune has an average of 7,000 students, while it is expected that there will be only 2 education management officials at the commune level.
The Ministry of Education and Training will conduct nationwide training to clarify the functions, tasks and powers of these civil servants.
In addition, it is expected that from the 2026-2027 school year, primary school admissions will be carried out according to the principle of ensuring that students attend the school closest to their actual residence instead of according to administrative boundaries.
Ho Chi Minh City has applied the Geographic Information System (GIS) to pilot primary school admission based on place of residence from 2023.
