According to the draft, the appointment and salary arrangement of public teachers are based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and in accordance with the provisions of law.

Notably, instead of the current professional title of teachers of each level according to rank (I, II, III), the draft uses concepts corresponding to salary levels from low to high such as: preschool teacher, main preschool teacher, senior preschool teacher...

The above job titles also apply to primary, secondary and high school teachers and college and university lecturers...

This is said to correspond to the newly issued Law on Teachers. One of the important new points of this law is that from January 1, 2026, there will officially be no more division into grades I, II, III as at present, the title of teacher will be determined according to the requirements of professional activities in each level of education and training.

Specifically, for preschool teachers, the lowest salary coefficient by professional title (preschool teacher) is 2.1 and the highest is 6.38 (senior preschool teacher). For preschool teachers who have not yet reached the standard level, the salary coefficient ranges from 1.86 to 4.06.

Similarly, for primary, secondary and high school teachers, the salary coefficient ranked by job title is lowest at 2.34 and highest at 7.55 corresponding to the rankings: teacher, main teacher, senior teacher of each level.

In addition, the draft also stipulates salary coefficients for teachers who have not met the standard qualifications.

Teachers of pedagogical colleges and universities are ranked with the highest salary with the lowest salary coefficient according to professional title being 2.34 and the highest being 8.0.

Appointment and salary arrangement according to job position and professional competence

Regarding the principles of appointment and salary arrangement for teachers teaching in public educational institutions, the draft states: the appointment and salary arrangement for teachers teaching in public educational institutions must be based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and according to the provisions of law.

It is not allowed to combine salary increase or change of teaching title, except in cases where the teacher has a career advancement, meets the requirements of a higher teaching title and wishes to change the current teaching title; the teacher has a lot of experience in teaching and education and has many achievements in professional activities or in cases where the teacher is recognized and appointed to the title of professor or associate professor according to the provisions of specialized laws.

Newly recruited teachers are not appointed to a professional position higher than the one they have been selected for based on their training level.

In case there is a difference between the current salary coefficient and the salary coefficient of the teaching position, the difference coefficient will be reserved according to the provisions of the law on wages.

The Ministry of Education and Training said that the draft regulations on salary classification when appointing to professional title ranks are implemented according to the guidance in Circular 02/2007 of the Ministry of Home Affairs guiding salary classification when promoting, transferring ranks, and changing types of civil servants and public employees and according to current regulations of law.

When implementing the new salary policy, the conversion to the new salary is carried out according to Government regulations.

At the beginning of the new school year, speaking to reporters, Minister of Education and Training Nguyen Kim Son said that the basic salary of all teachers is expected to increase, at least about 2 million VND, and at most up to 5-7 million VND/person/month. This increase is only calculated on the basic salary, not including other allowances.
