Politburo: Research and issue support policies for women to give birth to two children before the age of 35

The Politburo requested that it is necessary to study and promulgate mechanisms and policies to encourage couples and individuals to have two children.

Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 149 of the Politburo on promoting the implementation of Resolution 21 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

Population is the most important factor and strategic task.

The conclusion stated that after more than 7 years of implementing Resolution 21, besides the achieved results, population work still has some limitations.

The national replacement fertility rate is not yet truly stable, the total fertility rate tends to decrease below the replacement fertility rate; the gender imbalance at birth remains high.

There is no synchronous, comprehensive and effective solution to promote the advantages of the "golden population" period and adapt to population aging; average life expectancy increases but the number of healthy years is low.

The conclusion emphasized that the Politburo requires Party committees, Party organizations, authorities, localities and the health sector to continue to strengthen the Party's leadership in population work.

Considering population as the most important factor, population work is a strategic task, both urgent and long-term in the cause of building and defending the Fatherland, the cause of the entire Party, the entire people and the political system.

At the same time, it is necessary to include population work content in the leadership resolutions of party committees, programs and work plans of agencies, units and localities.

Politburo : Encourage having two children

Along with the requirement to innovate the content of propaganda and mobilization on population work, the conclusion of the Politburo emphasized the improvement of population policies and laws.

Accordingly, it is necessary to focus on reviewing, amending, supplementing and perfecting population mechanisms, policies and laws in accordance with changes in population size, structure, quality and distribution, meeting the requirements of national development in the new period.

Speed ​​up the progress of building and promulgating the Population Law in accordance with the spirit of the 13th National Party Congress Resolution; promptly review, amend and supplement legal regulations on the number of children born in accordance with the viewpoint on population and development.

At the same time, amend and supplement Party and State regulations on handling violations of population policy, ensuring consistency and unity between Party regulations and State laws.

According to this conclusion, it is necessary to study and promulgate mechanisms and policies to encourage couples and individuals to have two children, with priority and attention given to areas with low birth rates and ethnic minorities.

Policies to maintain the replacement fertility rate, narrow the gender imbalance gap at birth to soon return to natural balance.

Develop and promulgate policies on elderly health care to increase average life expectancy, increase the number of healthy years, ensure adaptation to population aging and improve population quality.

Research and issue support policies for women who give birth to two children before the age of 35, employment policies, subsidies, and support for workers who give birth and raise young children.

The conclusion requires synchronous implementation of solutions to implement policies and laws on population work to serve the goals of socio-economic development, security and national defense.

Complete the construction, interconnection, and synchronization of human data (based on the original database, the national population database) to accurately assess population fluctuations (both in quantity and quality).

The Government Party Committee and the National Assembly Party Committee are assigned to lead and direct the Ministry of Health Party Committee and relevant agencies to speed up the progress of drafting and submitting to the National Assembly for approval the Population Law in the spirit of the 13th Congress Resolution.

Review, amend and supplement legal documents on population policy, ensuring consistency and unity between Party regulations and State laws; develop and perfect policies to encourage population development for sustainable national development.

Direct the development and submission to the National Assembly for approval of the national target program on health care, population and development for the period 2026 - 2035.
