The Central Party Office has just announced the Politburo 's conclusion on the policy of investing in building schools for border communes.
Accordingly, after considering the proposal of the Ministry of Education and Training, the Politburo agreed on the investment policy to build primary and secondary boarding schools in 248 land border communes.

The Politburo considers this a key and important task in socio-economic development and implementation of ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.
In the immediate future, the pilot investment will complete the construction or renovation of 100 new schools in 2025 (no later than the start of the next school year). These schools will be models for further large-scale implementation, completing the investment goal of building 248 schools in the next 2-3 years.
The invested schools must ensure technical standards, scale, area of the school and classrooms; have adequate facilities to serve learning, cultural, spiritual, physical training, living conditions and absolute safety.
Calling on the whole society to join hands to support school construction
The Politburo assigned the Government Party Committee to lead and direct ministries, branches, functional agencies and People's Committees of border provinces to implement the above policy.
In particular, directing the Party Committee of the Ministry of Education and Training to preside over and coordinate with localities and relevant agencies to review, amend and supplement relevant regulations in the direction of ensuring that students in land border communes enjoy boarding and semi-boarding policies suitable to the practical difficulties in terrain and geographical distance.
Coordinate with the Ministry of Home Affairs to develop a plan for appropriate teacher arrangement based on a review of the current teacher staff and future needs, train teachers in ethnic languages, propose a budget to maintain school operations and a teacher allowance regime suitable to new conditions.
At the same time, develop policies to encourage human resources to participate in serving border communes and plans for schools nationwide to form sister schools with schools in border communes to exchange, connect and support disadvantaged schools in border areas.
The Party Committee of the Ministry of Construction presides over and coordinates with the Ministry of Education and Training and the Ministry of Ethnic Minorities and Religions to develop standard designs of inter-level boarding schools so that localities have a basis for reference and implementation suitable to their localities.
The Party Committee of the Ministry of Finance shall preside over and coordinate with the Ministry of Education and Training, the People's Committees of the provinces and relevant agencies to balance the central and local budgets and other legal funding sources to decide on the total investment, investment phases and contractor selection mechanism to ensure the completion of the investment target of building 248 inter-level boarding schools. At the same time, there shall be solutions to maintain the annual regular operating budget of the schools.
The People's Committees of border provinces coordinate with the Ministry of Agriculture and Environment to review and adjust plans, and are responsible for arranging land funds for school construction to ensure technical infrastructure related to school construction (electricity, clean water, wastewater, traffic, etc.).
The Politburo also assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to launch a campaign calling on all levels, sectors, localities, organizations, individuals, businesses and the whole society to join hands in supporting the construction and renovation of schools in border communes.
