General tasks of the units of Industry and Trade:
Strengthen the work of disaster prevention on duty, closely monitor information on the development of storm Man-yi from the National Center for Hydro-Meteorological Forecasting to promptly deploy response measures to natural disasters caused by storm Man-yi and storm circulation.

Strengthen the inspection and review of key and vulnerable works and areas, prepare adequate means and materials to respond to the developments of storm Man-yi, ensuring the highest level of safety for people and property.
For Vietnam Oil and Gas Group:
Notify ships and offshore oil and gas facilities (under management) in areas affected by typhoon Man-yi to deploy measures to ensure safety for people, property and facilities. Direct units under management to prepare resources, means and materials to promptly handle situations caused by typhoon Man-yi.
For Vietnam Electricity Group:
Direct hydropower plants under their management to strictly comply with the inter-reservoir operation procedures and hydropower reservoir operation procedures approved by competent authorities and seriously perform the assigned tasks in this Official Dispatch.
Direct units to prepare resources, means and materials to promptly handle natural disaster situations.
For hydroelectric dam owners:
Organize a serious on-duty team, closely monitor weather information, flood and rain situation, strengthen announcements and warnings to ensure safety for people and related activities on rivers and streams in the downstream area of dams and factories before operating, regulating, starting to release water for power generation or in cases of sudden increase in discharge flow downstream. For reservoirs with free spillway, organize close monitoring, notify the expected time of water level over spillway to localities, people in downstream areas, and related units for proactive response.
Coordinate with relevant authorities, districts, towns and cities to organize propaganda for people about the operation and regulation of hydroelectric reservoirs, and skills to prevent drowning accidents during production and travel in river and stream areas downstream of hydroelectric plants.
Organize the monitoring of hydrometeorological factors in the reservoir basin to ensure the forecast of flood flow to the reservoir and determine the time of flood peak. Proactively provide information, reports and proposals to ensure the regulations in the reservoir and inter-reservoir operation process.
Actively operate reservoirs to ensure flood capacity according to regulations. Operational organization must ensure that sudden and abnormal flows do not directly threaten the lives and property of people in the riverside areas downstream of the reservoir. Organize information and notification to authorities and people in downstream areas about reservoir operation and regulation.
For units under the Ministry of Industry and Trade:
Department of Industrial Safety Techniques and Environment: Organize well the work of on-duty disaster prevention; strengthen inspection and supervision of response to storm Man-yi in areas affected by the storm, especially hydropower units in the Central region.
Other units under the Ministry, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with relevant local authorities to respond to storm developments and post-storm circulation.
In addition, the Minister of Industry and Trade also requested the units of the Industry and Trade sector to seriously implement this telegram, prepare forces, equipment, means and materials to promptly respond to natural disaster situations: closely coordinate with authorities at all levels in disaster response work and participate in search and rescue when required. Organize 24/24h duty, regularly report information to the Standing Office of Natural Disaster Prevention, Control and Search and Rescue of the Ministry of Industry and Trade.
