The Ministry of Industry and Trade assigns tasks to implement the 2026 Legislative Program

The Ministry of Industry and Trade has issued Decision No. 3295/QD-BCT on the assignment of implementation of the 2026 Legislative Program. The Decision on assignment of implementation of the 2026 Legislative Program clearly states the principles of implementation organization: The assigned units, based on their functions, tasks, and powers, are responsible for ensuring quality and progress as determined; closely following the content of the viewpoints and policies of the Standing Committee of the Ministry's Party Committee, the Government's Proposals proposing and proposing amendments and supplements to the 2026 Legislative Program.

At the same time, strengthen discipline, discipline, promote the responsibility of leaders; seriously implement Resolution No. 140/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 66-NQ/TW of the Politburo on innovating the work of law making and enforcement to meet the requirements of national development in the new era; Decision No. 178-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in law making; enhance the application of digital technology, artificial intelligence, and big data in law making.

For projects falling under the provisions of Clause 1, Article 27 of the Law on Promulgation of Legal Documents 2025, the units assigned to implement the quality of the draft drafting stage must go through the review process before drafting the project, proactively develop policies, and submit to the Government policy documents at least 60 days before the date of submitting to the Government the draft law documents to ensure the quality and time limit for drafting the law project.

For projects that do not have to follow the policy development process, it is necessary to explain and report clearly when submitting the project; seriously carry out summarizing activities, collect opinions from affected subjects, relevant agencies and organizations; closely coordinate with the agency in charge of appraisal during the process of appraisal, acceptance and project adjustment.

Regarding the content of assignment, units under the Ministry of Industry and Trade will preside over and coordinate the development of related laws: Law on Petroleum (amended; draft Law on amending and supplementing a number of articles of the Law on Commerce, Law on Competition, Law on Foreign Trade Management, Law on Protection of Consumer Rights (draft Law); draft Law on amending and supplementing a number of articles of the Law on Electricity; draft Law on Key Industries; draft Law on Derivatives Transactions...
