The Import-Export Department ( Ministry of Industry and Trade ) said: In April 2025, the Ministry of Industry and Trade issued 10 decisions to revoke certificates of eligibility for rice export business granted to traders.
Specifically, on March 21, 2025, the Minister of Industry and Trade signed and issued Decision No. 831/QD-BCT on the establishment of an interdisciplinary inspection team to inspect rice export business of rice export traders in the Mekong Delta provinces.
The establishment of the inspection team aims to implement the Prime Minister's direction in Official Dispatch No. 21/CD-TTg dated March 4, 2025 on management to ensure balance between rice supply and demand in the face of developments in the world and domestic markets. In addition, it is the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 99/TB-VPCP dated March 11, 2025 of the Government Office announcing the conclusion at the Conference on rice production and market; drought and salinity prevention in the Mekong Delta.
Accordingly, the interdisciplinary inspection team worked and inspected 44 rice export traders in 6 provinces/cities (Long An, Tien Giang, Dong Thap, Can Tho, An Giang and Kien Giang) in 2 major rice production areas of the Mekong Delta as well as the whole country - Long Xuyen Quadrangle and Dong Thap Muoi.
At the end of the inspection program, the Ministry of Industry and Trade issued Notice No. 83/TB-BCT dated April 16, 2025 announcing the conclusion of the inspection on rice export business of rice export traders in the Mekong Delta provinces. The Ministry of Industry and Trade issued a decision to revoke the certificate of eligibility for rice export business according to the provisions of Point d, Clause 1, Article 8 of Decree No. 107/2018/ND-CP dated August 15, 2018 of the Government on rice export business (the trader did not maintain meeting the business conditions).
On the other hand, performing the state management function assigned in Decree No. 107/2018/ND-CP and Decree No. 01/2025/ND-CP, based on data provided by the Ministry of Finance (Customs Department) and reports from the Departments of Industry and Trade and traders, the Ministry of Industry and Trade has issued 9 decisions to revoke certificates of eligibility for rice export business. The reason is that traders have not exported rice for 18 consecutive months as prescribed in Point d, Clause 1 of Decree No. 107/2018/ND-CP.
Thus, in April 2025, the Ministry of Industry and Trade issued 10 decisions to revoke certificates of eligibility for rice export business granted to traders who did not comply with the provisions of Decree No. 107/2018/ND-CP and Decree No. 01/2025/ND-CP. Currently, there are 152 traders who have been granted certificates of eligibility for rice export business.
The Ministry of Industry and Trade is continuing to coordinate with local People's Committees and relevant state management agencies to verify, clarify and provide additional information for 10 rice exporters before having a handling plan according to the provisions of the law. In addition, the Ministry of Industry and Trade is closely monitoring the activities and export achievements of the remaining 152 rice exporters to strengthen the enforcement of legal regulations on rice export business, ensuring the effectiveness and efficiency of legal enforcement.
