The Ministry of Education and Training has just released a draft regulation on rewarding and disciplining students to solicit public opinion.
In terms of rewards, students will be praised in front of the class, in front of the whole school, and receive certificates and letters of commendation from the principal.
In which, students are praised in front of the whole school for their excellent achievements, good behavior, positive influence on other students in the school or outstanding achievements in studying and training.
Students are disciplined when they commit acts and violations to the extent that they are considered for disciplinary action. Violations against students are when students commit acts that are strictly prohibited in educational institutions as prescribed in the Law on Education; acts that violate the regulations of schools and competent state agencies.

Administrators, teachers, students and other members will determine the level of the violation based on the nature and consequences of the violation. Level 1 is a violation that has a harmful effect on the student himself. Level 2 is a violation that has a negative impact within the group or class. Level 3 is a violation that has a negative impact within the school.
The draft also provides for disciplinary measures for primary school students at only two levels including warning and request for apology and not recording in the student's records and transcripts.
In addition to primary school students, other subjects have additional forms of criticism and are required to write self-criticism.
Thus, compared to before, the Ministry of Education and Training has eliminated the form of suspension from school for students who violate discipline.
In particular, the Ministry of Education and Training requires that disciplinary measures must ensure the principle of not using violent measures, insulting human dignity, or affecting the physical and mental health of students.
The Circular also stipulates a number of support activities to help students overcome violations such as: Advising and encouraging students to self-aware of violations and how to overcome them; monitoring, consulting, and supporting students in the process of overcoming violations; requiring students to perform a number of appropriate activities to overcome them...
The Ministry of Education and Training stated that the purpose of reducing disciplinary measures for students is to educate and help students to be aware of their violations and voluntarily adjust, overcome consequences, voluntarily cultivate and practice to progress while forming disciplined habits and lifestyles.
Ensure proactive and positive behavior in implementing students' rights, obligations and responsibilities.
Respectful, tolerant, objective, unprejudiced and ensuring the interests of students on related issues.
Ensure suitability to the psychological characteristics, gender, physical condition, and family circumstances of each student.
The new regulation, after consulting with teachers, experts and parents, will be applied in practice to replace the old regulation that has existed for nearly 40 years.
According to previous regulations, students who violate discipline to the extent of being punished will be reprimanded, warned in front of the whole school, and suspended from school for a period of one week to one year.
However, by 2020, in the Circular promulgating school regulations stipulated by the Ministry of Education and Training: "Students with shortcomings in the process of studying, training and emulation movements, depending on the level of violation, the following disciplinary measures may be taken: Reminding, direct support to help students improve; notifying parents to coordinate to help students overcome shortcomings. Teachers are not allowed to criticize students in front of the whole class, in front of the whole school or in a general meeting with parents".
