The Ministry of Education and Training continues to propose to supplement the education sector's staff for the period 2026 - 2030.

On July 17, at the Government headquarters, Deputy Prime Minister Le Thanh Long worked with key leaders of the Ministry of Education and Training on the education and training situation.

Reporting to Deputy Prime Minister, Minister of Education and Training Nguyen Kim Son said that, regarding the results of implementing key tasks of theeducation sector, to prepare for the implementation of the 2018 General Education Program for grades 5, 9, and 12, the Ministry of Education and Training has completed the appraisal and approval of the list of textbooks.

At the same time, direct the Departments of Education and Training, publishers and associated units to organize training and foster teachers in using textbooks for grades 5, 9 and 12 and provide them fully and promptly, absolutely not allowing delays or shortages of textbooks for the 2024-2025 school year.

One of the tasks that the Ministry of Education and Training has been urgently implementing is to develop and complete the draft dossier of the Law on Teachers to submit to the National Assembly for consideration and comments at the 8th session (October 2024) and approval at the 9th session (May 2025).

To overcome the shortage of teachers, the Ministry of Education and Training actively coordinated with the Ministry of Home Affairs to direct, inspect and urge localities to recruit teachers to ensure sufficient number of positions; complete and submit to the Government a proposal to draft a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of subjects according to the 2018 General Education Program. As of April 2024, the whole country recruited 19,474 teachers out of a total of 27,826 additional positions.

However, the implementation of the tasks of the Ministry of Education and Training in the first 6 months of 2024 still faces some difficulties and obstacles. There is still a shortage of teachers in most localities; a shortage of classrooms in densely populated areas, remote areas, and extremely disadvantaged areas; investment in education has not met the requirements for innovation and development of education and training (the proportion of state budget expenditure for the education and training sector has not ensured a minimum rate of 20%); the implementation of university autonomy is still slow and confusing.

The Minister expressed his wish to receive the attention and direction of the Government, the Prime Minister, and the Deputy Prime Minister to help issue appropriate policies and minimize risks during the transition period. Along with that, attention should be paid to financial policies in education, because if funds are not invested vigorously, the risk of inequality in education will increase because nearly 20% of schools are still not solidified. Higher education institutions that do not receive proper investment will also find it difficult to meet the needs of human resources, innovation, creativity, science and technology to meet the acceleration of the economy...

The Ministry of Education and Training also proposed and recommended that the Government leaders direct the Ministry of Home Affairs to coordinate with the Ministry of Education and Training to research and report to competent authorities to continue proposing to supplement the education sector's staff for the 2026-2030 period to meet the scale of school, class, and student development, ensuring the principle of "where there are students, there must be teachers in the classroom".

Along with that, submit to the National Assembly to issue a Resolution allowing the recruitment of college-level teachers in some specific subjects (English, Information Technology, Arts, etc.) to solve the problem of lack of resources to recruit teachers for these subjects.

The Ministry of Education and Training recommends that the Government direct the Ministry of Finance to allocate the state budget for the education and training sector to ensure at least 20% of the total annual state budget expenditure of the whole country in accordance with the spirit of the 2019 Education Law. Prioritize balancing the central budget capital for education and training, especially the budget for implementing projects to develop higher education institutions in regions across the country; arrange the central budget to support localities to implement projects to ensure facilities for general education...
