Ministry of Home Affairs works through holidays, sets deadline for completing project to merge provinces and communes

(Baothanhhoa.vn) - Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Standing Committee of the Steering Committee for the Arrangement of Administrative Units at All Levels and the Development of a Two-Level Local Government Organization Model of the Government, has issued Official Dispatch No. 05/CV-BCĐ to the Secretaries of Provincial and Municipal Party Committees and Chairmen of the People's Committees of provinces and centrally-run cities on the development and submission of Projects for the arrangement of administrative units at the provincial and communal levels.

Localities complete before May 1

For 11 localities that will not reorganize provincial-level administrative units in 2025, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang, the Steering Committee requests that they urgently complete the procedures and processes according to regulations, develop a dossier on the Project on reorganizing administrative units and send it to the Ministry of Home Affairs as soon as possible (before May 1, 2025) so that the Ministry can promptly appraise and complete the dossier to submit to the Government for submission to the National Assembly Standing Committee for consideration and decision.

May 1, 2025 is also the latest date to send the Project on rearranging provincial and commune-level administrative units to the Ministry of Home Affairs for 52 localities implementing the rearrangement of provincial-level administrative units in 2025, including 4 centrally-run cities: Hai Phong, Ho Chi Minh City, Da Nang, Can Tho and 48 provinces: Ha Nam, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Hai Duong, Nam Dinh, Ninh Binh, Bac Kan, Thai Nguyen, Phu Tho, Bac Giang, Hoa Binh, Tuyen Quang, Lao Cai, Yen Bai, Ha Giang, Ninh Thuan, Quang Tri, Phu Yen, Quang Binh, Quang Ngai, Khanh Hoa, Dak Nong, Tay Ninh, Binh Duong, Binh Thuan, Binh Phuoc, Ba Ria - Vung Tau, Ben Tre, Bac Lieu, Vinh Long, Hau Giang, Tra Vinh, Tien Giang, Soc Trang, Dong Thap, An Giang, Long An, Ca Mau, Quang Nam, Binh Dinh, Dak Lak, Dong Nai, Gia Lai, Kon Tum, Lam Dong and Kien Giang. The Steering Committee recommends that the Standing Committees of provincial and municipal Party Committees assigned to preside over the development of the Project on the arrangement of provincial-level administrative units proactively coordinate with the Standing Committees of provincial and municipal Party Committees to organize and collect a complete set of documents (including 1 Project on the arrangement of provincial-level administrative units and Projects on the arrangement of commune-level administrative units of provinces and cities to be arranged and merged) to send to the Ministry of Home Affairs for the Ministry to appraise, synthesize and develop a general Project on the arrangement of provincial and commune-level administrative units.

Regarding the data in the Projects, the Steering Committee recommends that localities review and ensure the accuracy and consistency of the data in the Projects and attached appendices, including: For data on natural area and population size, implement according to the provisions of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee.

For data on gross regional domestic product (GRDP), total state budget revenue, and average income per capita of provinces and centrally run cities: Agree to use 2024 data provided by the Ministry of Finance.

It is expected that the Ministry of Home Affairs will submit to the Government the General Project on the arrangement of provincial and commune-level administrative units before May 6, 2025 for submission to the National Assembly and the National Assembly Standing Committee for consideration and decision.

Working through holidays

The Ministry of Home Affairs will base on the Project documents of the provinces and cities to appraise, synthesize and develop a common Project during the holiday period (from April 30 to May 4, 2025) to promptly submit to the levels according to regulations.

The Ministry of Home Affairs requests that provinces and cities arrange a Standing Team in the province during the holiday period, led by the Director of the Department of Home Affairs, to promptly exchange information and content related to the project to rearrange local administrative units (when necessary) so that the Ministry can complete the General Project dossier to ensure quality and progress in accordance with the instructions of competent authorities.

During the implementation process, if there are any difficulties or problems, the provinces and cities are requested to promptly report to the Ministry of Home Affairs (the standing agency of the Steering Committee) for guidance and resolution according to regulations./.
