Amended and supplemented Law on Health Insurance; Social Insurance Law 2024 and new points

Reporter: Sir, from July 1, 2025, the Social Insurance Law 2024 and the amended and supplemented Health Insurance Law 2024 will officially take effect. If the Social Insurance Law 2024 was issued to institutionalize Resolution No. 28-NQ/TW on reforming social insurance policies, the amended and supplemented Health Insurance Law 2024 has closely followed and specified the new contents and viewpoints on social security work of Resolution No. 20 on strengthening the protection, care and improvement of people's health in the new situation. In order for the Law to soon come into effect, could you tell us about the implementation of the Law by the Social Insurance Agency of Region VI in the past time?

Mr. Nguyen Khac Tuan: The opportunity to participate in the social security network has never been as open as it is today. With the desire for more and more people and workers to access and participate so that "no one is left behind", the new policies on social insurance and health insurance stipulated in the Social Insurance Law 2024, the amended and supplemented Health Insurance Law 2024 have brought many positive impacts to workers and are a step forward in people's health care. In order for the Law to be understood correctly and implemented effectively in practice, right after its approval until now, we have carefully prepared the conditions for implementation. Previously, the Social Insurance sector has closely coordinated with relevant departments and branches to actively advise the Provincial People's Committee to issue directive documents; proactively coordinated with relevant departments, branches, agencies and units to disseminate, guide and organize the implementation of new policies; directing the Social Insurance of districts and towns to advise local Party committees and authorities to include the target of developing social insurance and health insurance participants in the task of economic and social development. Propaganda activities have been deployed synchronously and promoted on mass media, creating a wide spread so that people can access, understand and fully perceive the benefits of the policy, thereby trusting and participating.

Reporter: Sir, the Social Insurance Law 2024 has many new policies. These new policies not only bring practical benefits to workers, but also have a positive impact on the development of society. So can you tell us more about the notable new points of the revised Social Insurance Law this time?

Mr. Nguyen Khac Tuan: Compared with the current Social Insurance Law, the 2024 Social Insurance Law has some notable new points, namely:

Firstly, adding a social pension subsidy level (TCHTXH), forming a multi-layered social insurance system. TCHTXH is built on the basis of inheriting and partly developing from the regulations on monthly social allowances for the elderly without pensions or monthly social insurance subsidies, in which the age of receiving TCHTXH is reduced to 75 years old (currently 80 years old); for people in poor and near-poor households, the age is from 70 years old to under 75 years old.

The second new point is to add a monthly subsidy regime for employees who are not eligible for pension and are not old enough to receive social insurance.

The third new point is to expand the subjects participating in compulsory social insurance to business owners of registered business households; part-time workers at the commune, village, and residential group levels; part-time employees; business managers, and cooperative managers who do not receive salaries.

The fourth new point is to reduce the minimum social insurance payment period from 20 years to 15 years, bringing many practical benefits to participants, creating opportunities for those who start participating in social insurance late to also have the opportunity to receive monthly pensions and be guaranteed health insurance. This regulation also contributes to reducing the number of people receiving one-time social insurance due to being eligible for pensions.

Some other new points include: Adding the right to enjoy sickness and maternity benefits for part-time workers at the commune level; adding maternity benefits to the voluntary social insurance policy; adding regulations on supplementary retirement insurance... In addition, the 2024 Social Insurance Law also has new points on specific regulations on "reference levels" instead of "basic salary"; management of social insurance collection and payment; electronic transactions in the field of social insurance; amending and supplementing regulations on social insurance regimes to be more suitable to reality, better ensuring the rights of employees...

Reporter: It can be seen that the improvements in the amended and supplemented Law on Health Insurance not only set the goal of universal coverage but also require efforts from the Social Insurance agency to realize these policies. So, sir, can you tell us about the implementation work in the past time?

Mr. Nguyen Khac Tuan: Social Insurance Region VI has implemented synchronous solutions and scenarios to quickly bring the Health Insurance Law into life, such as: continuing to gain the attention and coordination of local Party committees and authorities; strengthening the support of relevant sectors and units to promote propaganda and mobilize people to participate in health insurance; coordinating with health insurance medical examination and treatment facilities to improve service quality, promptly resolve problems and issues arising in the process of organizing and implementing the policy. At the same time, promoting administrative procedure reform, applying information technology in health insurance work. From June 1, 2025, the Social Insurance Agency will no longer issue paper health insurance cards. Instead, people must use the image of the health insurance card on the VssID, VNeID application, or a citizen identification card with a chip to go to medical examination and treatment instead of the paper health insurance card, except for some special cases such as children, people under 14 years old or people under social protection. Previously issued paper cards are still valid until their expiration date. With this change, people need to proactively install the VssID or VNeID application to easily use the electronic health insurance card when going to medical examination and treatment to save time and effort.

In the context of streamlining, operating under a new organizational structure, with the consistent viewpoint of "taking people and businesses as the center of service", Social Insurance Region VI continues to review and simplify administrative procedures, promote the application of information technology and digital transformation, aiming to serve people and businesses better and better, promote the development of social insurance and health insurance participants, aiming at the goal of universal social insurance and health insurance coverage, continuing to affirm its pivotal role in the social security system.
