Referring to the key tasks in the second quarter of 2025 of the Ministry of Home Affairs related to personnel work when rearranging administrative units, Mr. Dang Duc Thuan said that the Ministry focuses on receiving opinions from ministries and local branches to complete the dossier of the Law on Cadres and Civil Servants (amended) to submit to the Government to submit to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly.
"Focus on completing instructions on standards for titles, ranks, and regimes and policies on salaries and allowances for cadres and civil servants in wards, communes, and special zones when implementing administrative unit arrangements," said the Deputy Chief of Office of the Ministry of Home Affairs.
In addition, the Ministry of Home Affairs studies and reviews related contents in Conclusion No. 83 of the Politburo (on salary reform, social insurance benefits, preferential benefits for meritorious people and social benefits from July 1, 2024).
From there, propose and advise competent authorities to amend and supplement Resolution No. 27 of the Central Committee (on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises), Resolution No. 28 of the Central Committee (on reforming social insurance policy to ensure consistency and unification of salary contents in the public and private sectors).
According to Mr. Dang Duc Thuan, also in this second quarter, the Ministry of Home Affairs will focus on evaluating the work of restructuring the apparatus at ministries, ministerial-level agencies, government agencies and specialized agencies under the People's Committees at provincial and district levels.
In which, we will focus on building and completing the submission to the Government of a report on the implementation results of Conclusion No. 121 of the Central Committee, Resolution No. 176 of the National Assembly and following the direction of the Government regarding the implementation of the organizational arrangement at ministries, ministerial-level agencies, agencies under the Government and specialized agencies under the People's Committees at provincial and district levels.
Notably, the Ministry of Home Affairs has developed many policies to organize and manage cadres, civil servants and public employees.
Specifically, in the draft Law on Cadres and Civil Servants (amended) reviewed and approved by the National Assembly at the 9th Session, there is a provision that selected cadres and civil servants must immediately meet the requirements of the job position, without having to undergo a probationary period. At the same time, the regulation on rank promotion exams is removed, replaced by a mechanism of appointment to the rank and salary arrangement for cadres and civil servants according to job position.

Providing more information on this issue, Mr. Vu Hai Nam, Director of the Department of Organization and Personnel (Ministry of Home Affairs) said that the new Law aims to manage all issues with cadres, civil servants and public employees based on job positions.
From now on, the management and use of the job position system will be a basic tool to change the entire management mechanism of cadres, civil servants and public employees, from the recruitment and evaluation stages.
"In the future, all stages will be based on job positions, including output. In the future, salaries will also be based on job positions. Of course, it will depend on many other factors. We will continue to research and monitor. Later, when the law comes into effect, there will be many bases and factors to calculate this," Mr. Vu Hai Nam emphasized.
