BBK - According to Article 38 of the 2020 Law on Residence, from January 1, 2023, paper household registration books and temporary residence books will no longer be valid.
To harmonize legal provisions, the Government issued Decree No. 104/2022/ND-CP dated December 21, 2022 amending and supplementing a number of articles of decrees related to the submission and presentation of household registration books and temporary residence books when performing administrative procedures and providing public services. The Decree takes effect from January 1, 2023.

Instead of presenting paper household registration books and temporary residence books as before, when carrying out administrative procedures and providing public services, citizens' information will be exploited from the National Population Database. Authorities manage citizen information using electronic data on the National Population Database system integrated on chip-embedded citizen identification cards.
Exploitation and use of information on citizens' residence in the National Population Database is carried out by 1 of 4 methods: Look up through the administrative procedure settlement information system at the ministerial and provincial levels that has been connected to the National Population Database, or through the National Public Service Portal; Look up through the citizen's electronic identification account displayed in the VNeID application; Use a reader device that has been connected online to the National Population Database; Other exploitation methods according to the provisions of specialized laws.
To date, 39 administrative procedures, mainly in the fields of: Employment, health insurance,education , health, land, tax, social housing, electricity, adoption... have been amended and supplemented in Decree 104/2022/ND-CP. When carrying out administrative procedures, people only need to present one of the following documents: Citizen identification card, identity card, confirmation of residence information, personal identification number and citizen information in the National Population Database.
Currently, many localities have looked up and exploited the National Population Database to serve the settlement of administrative procedures. However, some localities have connected and ensured the conditions but still limited the exploitation and use of population information in the settlement of administrative procedures. As of the end of February 2023, Bac Kan, Gia Lai, and Phu Yen are 03 provinces that have not completed the connection of the Provincial Administrative Procedure Settlement Information System to the National Population Database.
To rectify the implementation of regulations related to abolishing paper household registration books and temporary residence books, on February 28, 2023, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 90/CD-TTg, requesting: Ministers of ministries, heads of ministerial-level agencies, People's Committees of provinces and centrally run cities to direct and promptly complete the connection and restructure the process, complete internal processes to exploit and use information in the National Population Database to serve the settlement of administrative procedures. Do not require people to present or submit paper household registration books and temporary residence books while there is population data connected and shared with the National Population Database. Completion time is March 2023.
The Department of Administrative Police for Social Order, Ministry of Public Security has issued a document requesting ministries, branches and localities to coordinate in implementing a number of contents to implement the provisions of the Law on Residence in a unified and synchronous manner. In particular, it guides organizations and individuals to implement 1 of 7 methods of using citizen information instead of presenting household registration books and temporary residence books when performing administrative procedures and civil transactions.
Competent agencies, units, organizations and individuals shall base on information on the chip-embedded CCCD, notify the personal identification number, and confirm information on residence to determine the place of residence of citizens when handling administrative procedures and civil transactions, in order to facilitate and reduce inconvenience for people./.
