04 delegates from Bac Kan include: Luong Van Duc, member of the Standing Committee, expert of the District Youth Union, Vice President of the Nam Viet Youth Union of Bach Thong district; Doanh Hong Na, Director of Na Na Cooperative (Ngan Son); Pham Thi Lan Huong, member of the Executive Committee of Bac Kan City Youth Union, member of the Standing Committee of Phung Chi Kien Ward Youth Union, Secretary of the Youth Union of Phung Chi Kien Kindergarten (Bac Kan city); Hoang Van Chinh, Kickboxing - Muay athlete of the Bac Kan Provincial Sports Training and Competition Center.

These are typical examples of advanced youths who have achieved the title of advanced youth following Uncle Ho's teachings at the provincial level in different fields: Union, Association, and Pioneer cadres; rural and urban youth; young civil servants and public employees; young workers; students; young scientists , young intellectuals; young artists and young athletes; young soldiers and officers; young entrepreneurs.
