Nam Cat Lake was built from 2016 and completed in 2020 with a total investment of about 500 billion VND. The lake has a water surface area of over 87 hectares, with a total water storage capacity of about 13 million m³ (currently holding 4.5 million m³). This is an important water supply source for thousands of hectares of rice and crops in the communes and wards in the South of Bac Kan City. However, after many years of operation, the tourism and ecological potential around the lake has not been adequately exploited. In order to promote this advantage, Resolution No. 22/NQ-HDND dated May 8, 2025 of the Provincial People's Council approved the Nam Cat Lake Eco-tourism Area Construction Zoning Plan, orienting the development of Nam Cat Lake into an eco-tourism space, contributing to promoting sustainable socio-economic development .

The planning of Bac Kan province for the period 2021-2030, with a vision to 2050, orients the development of Nam Cat Lake into a provincial-level tourist area. The general planning of Bac Kan city until 2045 also identifies this place as a key eco-tourism and resort area. The establishment of a zoning plan for the construction of Nam Cat Lake eco-tourism area is necessary to effectively exploit local potential, associated with regional culture and sustainable development.

Perspective of Nam Cat Lake Planning.

Currently, the road to the lake is still narrow and difficult to access. Therefore, the province is implementing a project to build a 6km road with a total investment of 226 billion VND, expected to be completed in 2025. Along with that, the technical infrastructure, electricity, and telecommunications around the lake will also be upgraded to facilitate the development of community tourism models, resorts, water sports , and afforestation combined with tourism.

With its pristine landscape and cool climate all year round, Nam Cat Lake has great potential for developing high-end resort tourism, healing, camping and water sports. The area planned for the construction of an eco-tourism area is about 1,675 hectares. The planning also focuses on protecting upstream forests, developing the economy under the forest canopy and a chain of endemic agricultural and forestry products, towards a green economic model. The province expects to attract strategic investors in the field of eco-tourism, with many supports in terms of procedures, land and preferential policies according to regulations.

One of the important orientations in Resolution No. 22 of Bac Kan province is that the development of Nam Cat lake must be associated with improving people's lives, ensuring harmony between economy and society.

Compensation, support and resettlement policies when land is acquired will comply with the 2024 Land Law and Decree 88/2024/ND-CP, prioritizing on-site resettlement, supporting vocational training and livelihood conversion. At the same time, the province encourages the development of community tourism models, organic agriculture, and ecological aquaculture along the lake to create sustainable livelihoods. The consistent viewpoint is that "People are the subject of development, no one is left behind".

Regarding investment, the province prioritizes upgrading the transport infrastructure connecting the lake area from the South and the East; renovating the electricity, water, telecommunications, and waste treatment systems; developing functional areas such as: tourist, commercial, resort areas, golf courses, squares, culinary villages, lakeside hotels, eco-experience areas, Ban Bung community tourism... In addition, there are projects to upgrade social infrastructure, cultural institutions, irrigation systems, and environmental protection projects, exploiting the ecological landscape around the lake.

Investing in Nam Cat Lake is not only about developing infrastructure or attracting investment, but also a symbol of Bac Kan's transformation - from thinking to action. With a clear orientation, invested infrastructure, smooth mechanisms, and consensus from the people, this place can become a new symbol for a Bac Kan that develops in harmony between nature and people./.
