After the opening speech of the Prime Minister, delegates attending the meeting listened to the Ministry of Science and Technology report on the implementation results of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government in March and April 2025 and key tasks in May and June 2025; Official announcement and putting into use the System for monitoring and evaluating the implementation of Resolution No. 71/NQCP dated April 1, 2025 of the Government.

The Ministry of Public Security reports on the implementation results of Project 06 and key tasks of Project 06 in May and June 2025. The Ministry of Home Affairs reports on the implementation results of administrative reform tasks and key tasks of administrative reform in May and June 2025.

Delegates discussed, analyzed, and frankly and objectively assessed the implementation of science and technology activities, innovation, digital transformation, administrative reform, and Project 06 in the past time; identified limitations, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, policies, and resource mobilization; pointed out the contents that are still behind schedule, determined objective and subjective causes, and drew lessons.

At the same time, share experiences and creative ways of leadership, direction, implementation, coordination, resource mobilization; propose key tasks and solutions to accelerate and make breakthroughs in the coming time; clear up bottlenecks in the organization and implementation of Resolution 57-NQ/TW...

At the meeting, the leaders of the Ministry of Science and Technology announced the Prime Minister's decisions to consolidate the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, along with 3 decisions to establish 3 working groups to assist the Government's Steering Committee.

These working groups include: Working Group on Project 06 implementation, administrative procedure reform, digital transformation associated with Project 06, headed by the Minister of Public Security; Working Group on science and technology development, innovation and digital transformation, headed by the Minister of Science and Technology; Working Group on administrative reform, headed by the Minister of Home Affairs.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the efforts of ministries, branches and localities in implementing the Central Resolutions on science and technology development, innovation, digital transformation and Project 06.

The Prime Minister requested that, based on the issued action program, ministries, branches and localities resolutely implement solutions to achieve the set goals and targets. Continue to resolutely implement Project 06 from the central to local levels and must be associated with administrative reform and digital transformation. Focus on building, perfecting and connecting databases to promote the process of building digital government, digital society and digital citizens.

Continue to pay attention to the recruitment and training of human resources to meet the requirements of science and technology development and digital transformation in the new period. Review and propose effective solutions to create a strong breakthrough in implementing the 2025 administrative reform program; focus on removing barriers, especially institutional ones, to promote production and business development; continue to review, reduce and simplify administrative procedures, creating favorable conditions for people and businesses, thereby improving the investment environment. Promote the application of artificial intelligence to support people and businesses in accessing administrative procedure settlement processes.

The Prime Minister emphasized that in order to achieve the set goals in 2025 and the entire term, the entire political system must be highly determined and take drastic actions, in which the heads of ministries, branches and localities must strongly promote their roles and responsibilities in leadership and direction, along with urging and inspecting the implementation of tasks on science and technology development, digital transformation and Project 06.../.
