
Literature and art are very important and especially delicate fields of culture; they are essential needs, expressing the human aspiration for truth, goodness and beauty; they are one of the great driving forces directly contributing to building the spiritual foundation of society and the comprehensive development of the Vietnamese people. Since 1975, Bac Kan literature and art have always truly reflected the development of the province, the social life and traditional culture of the people of the province's ethnic groups.
In the early period after the country's reunification, the province's literature and art bore the mark of the socialist construction. The works focused on portraying the image of resilient, hard-working mountain people who love the place where they live and build their homeland. Entering the period of renovation, along with the development of the country, Bac Kan's literature and art changed dramatically. Young writers appeared, bringing into their works personal perspectives, deeply exploiting the inner life, love, and aspirations in the face of social change. Besides the main stream of "patriotism and humanism, attachment to the nation", the topic of ethnic minorities in literature and art has always been of interest to exploit.
Over the past 50 years, artists in the province, especially painters and photographers, have brought the theme of highlands, mountainous areas, and the colors of the ethnic people of the province into their paintings and photography works. Many collected and researched works have been published, contributing to the work of preserving and conserving the unique traditional cultural heritage of the ethnic groups in the province as well as the Northeast and Viet Bac regions. These include: Va tap tau - (collected, translated: Dao - Viet) by Trieu Kim Van; Luon thuong le hoi long tong - 2013 (collected, translated: Tay - Viet), Then cap sac - 2014 (collected, translated: Tay - Viet), singing Dong dao - Proverbs, Idioms - 2015 (collected, translated: Tay - Viet), ... by Ma Van Vinh; fishing Hong noong Dao - 2012 (collected - Tay language) by Hoang Hoa, ...; Many intangible cultural heritages have been inventoried and proposed to be considered for inclusion in the list of national intangible cultural heritages, such as: Nom script of the Dao people (Nong Thinh commune, Cho Moi district); Nom script of the Tay people (Boc Bo commune, Pac Nam district); Sluong dance of the Tay people (Yen Cu commune, Cho Moi district); Khen dance of the Mong people (Luong Thuong commune, Na Ri district); Sli singing of the Nung people (Xuan Duong commune, Na Ri district); lullabies of the Tay people (Gieu Hieu commune, Pac Nam district); Coi singing of the Tay people (Pac Nam district); Pao Dung singing of the Dao people; and bowl dance of the Tay people.
Activities to promote and publicize literary and artistic works have also received attention. The Provincial Literature and Arts Association has organized 55 festivals/exhibitions in the province and creative field trips for members; participated in 34 fine art exhibitions, art photography festivals, music festivals in the Northern mountainous region, etc. In addition, the Tay ethnic poet Duong Khau Luong has had 14 poetic works translated into Korean, Russian, and Pakistani languages introduced and widely promoted by neighboring countries; especially the children's poetry collection "The Squirrel and the Crocodile Tree" consisting of 37 poems published and translated into English and German.
The construction and development of members and mass literature and arts are focused on by localities in the province. The whole province has established 05 district-level cultural and artistic clubs and 346 mass art teams. From 5 members before the establishment of the Provincial Literature and Arts Association (1975-1997), up to now there have been 130 members in 09 majors ( literature, fine arts, music, cinema, architecture, research and collection, photography, stage performance, dance).
Despite going through many stages of development, the main stream of literary and artistic creation in the province is still closely connected with the people, preserving and spreading the beauty of traditional culture, while reflecting the constant movements of social life. The achievements in literature and art of the province after 50 years of national reunification have created motivation, encouragement and motivation for the people of all ethnic groups in the province to unite and be determined to successfully implement the guidelines, policies and strategies of the Party and State; contributing to arousing the desire for development in the homeland of Bac Kan.
However, literature and art in Bac Kan province also face many difficulties, especially the impact of globalization and international integration that has directly created challenges in preserving and promoting traditional cultural identity; the impact of the development of technology and digital media in publishing electronic publications, applying AI to create and promote works; the impact of changes in public tastes in receiving literary and artistic works...
Therefore, the province's literary and artistic activities in the coming time must always adhere to the Party's viewpoints and policies on culture and arts in general to turn the above-mentioned challenges into a driving force for the development of literature and arts in the province; improve the leadership and orientation capacity of the Party Committee and the management capacity of the government so that culture, literature and arts both develop in accordance with the Party's political and ideological orientation and ensure individual freedom and democracy in literary and artistic creation on the basis of promoting social responsibility and civic duty for the right purpose; attach importance to training and have policies and mechanisms to develop cultural cadres and artists; continue to innovate and create favorable conditions for the diverse development of literature and arts in terms of topics, content, types and creative methods to contribute to improving the quality of literature and arts in the province./.
