Recently, the Ministry of Education and Training submitted to the Government a draft decree amending and supplementing several articles of Government Decree No. 81, which regulates the mechanism for collecting and managing tuition fees for educational institutions within the national education system and policies on tuition fee exemption and reduction, support for learning costs, and service prices in the field of education and training.

In particular, the tuition fee exemption for students who have graduated from lower secondary school and are pursuing intermediate-level education has been clearly and more detailedly added.

Students who graduate from lower secondary school, regardless of the time elapsed since obtaining their lower secondary school diploma, are exempt from tuition fees when continuing their studies at vocational schools.

Specifically, this draft amends and supplements the subjects eligible for tuition fee exemption (Article 15) in Clause 17 of Decree 81 (2021) as follows: Individuals who have graduated from lower secondary school (without time limit since receiving the lower secondary school diploma, and have not completed any other courses), and continue their studies at the intermediate level (including those who study intermediate level while also studying high school-level cultural knowledge or studying intermediate level while also studying a continuing education program at the high school level).

While in Decree 81, the subjects eligible for tuition fee exemption (Article 15), Clause 17 only briefly states: Those who have graduated from lower secondary school and continue their studies at the intermediate level.

Previously, Decree No. 86 of 2015 (which has been replaced by Decree 81) briefly stated that those eligible for tuition fee exemption were "Those who have graduated from lower secondary school and are continuing their studies at the intermediate level".

According to the Ministry of Education and Training, due to unclear regulations in the past, many vocational education institutions and localities are currently reporting difficulties in identifying the target group for this policy.

Clearly defining the target groups for the policy (without adding or expanding the scope) will address the difficulties many localities are facing, while also clearly demonstrating the Party and Government 's policy and direction for vocational education development. Furthermore, it ensures policies and rights for learners, meeting practical needs.

It is known that during the period 2016-2020, the number of junior high school graduates pursuing vocational training was 980,620, accounting for approximately 66.83% of the total number of students entering intermediate-level vocational training. This corresponds to approximately 196,124 junior high school graduates entering intermediate-level vocational training each year.

"Currently, the demand and number of students pursuing both general education and vocational training are increasing. However, the majority of these individuals come from families with limited financial resources," the Ministry of Education and Training stated.

Ms. Tran Phuong, Principal of Viet Giao Vocational School, believes that clarifying this regulation will create favorable conditions for students and localities in implementing tuition fee subsidies, especially for students studying at non-public vocational schools.

"For a long time, some localities have been paying full tuition fees for students who graduated from junior high school many years before going to vocational school at the intermediate level. However, the more detailed the regulations, the easier and faster the process of implementing the tuition fee exemption policy will be," shared Ms. Phuong.
