Establishing an interdisciplinary working group: Resolute action from the central government
On June 4, Deputy Minister of Finance Bui Van Khang led a Central working delegation to work directly in Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau provinces. These are three localities with large volumes of headquarters and public land, which are greatly affected by the administrative apparatus arrangement.
Speaking at the meeting, Deputy Minister Bui Van Khang said that implementing the Conclusion of the Standing Committee of the Central Steering Committee on anti-corruption and waste, and implementing the Prime Minister 's Official Dispatch No. 80/CD-TTg, the Ministry of Finance issued Decision No. 1805/QD-BTC dated May 20, 2025 to establish a Working Group to coordinate the review and handling of works and real estate that are public assets when arranging and streamlining the apparatus and administrative units to ensure effective use and exploitation, avoiding waste; reviewing projects, works, and headquarters under construction or approved for construction investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units between the central and local levels.
According to Deputy Minister Bui Van Khang, the review and handling of public works and real estate when arranging and streamlining the apparatus and administrative units received special attention and direction from the leaders of the Party, Government, National Assembly and the press. Implementing the direction of leaders at all levels, the Ministry of Finance immediately took action. Party Secretary and Minister of Finance Nguyen Van Thang sent an official dispatch to the Secretaries and Chairmen of localities requesting attention, direct direction and coordination with the Ministry of Finance to implement the direction closely following the requirements and the set goals.
To ensure the basis for handling assets and headquarters when there is a change in organizational structure, in the past time, the Ministry of Finance has presided over the development and submitted to the Government for promulgation Decree No. 114/2024/ND-CP dated September 15, 2024, Decree No. 50/2025/ND-CP dated February 28, 2025 to amend and supplement regulations on handling assets when implementing mergers, consolidations, separations, dissolutions, and terminations of operations.
The Prime Minister has issued many instructions and requests for the handling of assets when reorganizing the apparatus and administrative units to ensure savings and prevent waste of assets.
At the same time, in order to carry out the tasks assigned by the Party and Government leaders, since the end of February, the Ministry of Finance has issued many Official Dispatches providing detailed instructions on handling assets when rearranging the organizational apparatus, handling programs, tasks, projects, and public investment plans during the process of rearranging administrative units.
Most recently, in Official Dispatch No. 80/CD-TTg dated June 2, 2025, the Prime Minister assigned the establishment of working groups to urge and provide direct guidance at agencies, organizations, units, and localities with large headquarters and facilities, complex nature, and slow processing progress.
The Ministry of Finance proactively established a working group with the participation of many ministries and branches directly related to the localities, and selected Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau as the first inspection units. The working group will then continue to work with other local units to inspect, urge, and directly guide localities in handling public assets.
Along with that, the Ministry of Finance established a Working Group headed by the Director of the Department of Public Assets. The Working Group has the participation of ministries and central agencies and is responsible for coordinating the review and handling of constructions and real estate that are public assets when arranging and streamlining the apparatus and administrative units and reviewing projects, constructions, and headquarters under construction or approved for investment and construction that are affected by the arrangement and streamlining of the apparatus and administrative units in a specific locality; therefore, during the implementation process, if localities have difficulties or problems, the Working Group will provide timely guidance.
Removing legal bottlenecks, not letting public assets be abandoned
Reviewing, arranging and handling headquarters, works and projects is a difficult and complicated issue but it cannot be avoided. The Politburo, the Secretariat and the Prime Minister have issued many instructions on this issue. The Ministry of Finance has also issued many guiding documents. However, the actual implementation and results depend mainly on correct awareness, high determination, drastic and effective actions. With a spirit of frankness and for the common goal, I request localities and units to clearly and directly state the work that has been done and has not been done in order to have accurate and correct solutions.
At the meeting, the Deputy Minister reminded localities that the scale of asset arrangement and handling due to the arrangement of the apparatus and administrative units is very large, so the handling is not simple, extremely difficult, requiring high determination and participation of all levels and sectors to ensure effective asset handling, avoiding loss and waste of assets due to the arrangement of the apparatus and administrative units.
"Currently, many localities have not paid due attention, and are still leaving everything to the Department of Finance," the Deputy Minister emphasized.
At today's meeting, the Inspection Team grasped 3 main contents from the localities.
Firstly, grasp the implementation situation of reviewing and handling constructions and real estates that are public assets when arranging and streamlining the apparatus and administrative units, and reviewing projects, constructions, and headquarters under construction or approved for construction investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units at the local level; immediately ensure adequate working headquarters for civil servants.
Second, grasp and directly guide the handling of difficulties and problems of ministries, branches and localities in implementing guidelines on handling public assets, projects, works, headquarters under construction or approved investment policies affected by the arrangement and streamlining of the apparatus;
Third, seek opinions on a number of draft legal documents related to standards and norms for the use of public assets (cars, offices, machinery and equipment), 02 draft Decrees on decentralization and assignment of authority in the field of management and use of public assets, land finance, and documents related to investment projects. In particular, localities should consider whether the decentralization and assignment of authority is reasonable.
In the coming time, the Ministry of Finance will continue to expand the inspection team to the remaining localities. At the same time, the process of amending legal regulations on standards, decentralization and norms for the use of public assets will be completed in a more practical and flexible direction. In particular, with the participation of the rapid response team and the inter-sectoral coordination mechanism, the Ministry of Finance expects to create substantial changes, not allowing the situation of "dissolving and then leaving it there".
