
According to Circular No. 01/2023/TT-BTNMT, 5 national technical regulations on ambient environmental quality were issued, including: QCVN 03:2023/BTNMT - National technical regulation on soil quality; QCVN 05:2023/BTNMT - National technical regulation on air quality; QCVN 08:2023/BTNMT - National technical regulation on surface water quality; QCVN 09:2023/BTNMT - National technical regulation on underground water quality and QCVN 10:2023/BTNMT - National technical regulation on seawater quality.
The Circular takes effect from September 12, 2023. From the effective date of this Circular, the following regulations cease to be effective. Specifically: QCVN 15:2008/BTNMT issued together with Decision No. 16/2008/QD-BTNMT on national technical regulations on the environment; QCVN 05:2013/BTNMT issued together with Circular No. 32/2013/TT-BTNMT on national technical regulations on the environment.
The Circular also clearly states that for tasks and projects assessing the capacity to receive wastewater and the carrying capacity of river and lake water sources that have been approved before the effective date of this Circular, which include assessing nitrate (NO3- calculated as N) and phosphate (PO43- calculated as P) parameters, the nitrate and phosphate parameter thresholds specified in QCVN 08-MT:2015/BTNMT issued together with Circular No. 65/2015/TT-BTNMT on national technical regulations on the environment will continue to be applied, except for tasks and projects that are adjusted to apply QCVN 08:2023/BTNMT.
In addition, tasks and projects on treating soil contaminated by persistent organic pesticides that have been approved before this Circular takes effect will continue to apply QCVN 54:2013/BTNMT issued together with Circular No. 43/2013/TT-BTNMT stipulating National Technical Regulations on the environment, except for tasks and projects adjusted to apply QCVN 03:2023/BTNMT.
