On the afternoon of February 7, 2025, at the Ministry's headquarters, Minister of Home Affairs Pham Thi Thanh Tra chaired the February 2025 work conference of the Ministry of Home Affairs.

Attending the Conference were Deputy Ministers: Vu Chien Thang, Truong Hai Long, Cao Huy; heads of affiliated units; representatives of the Standing Committee of the Party Committee of the Ministry; Office of the Party Committee of the Ministry; representatives of the Youth Union of the Ministry of Home Affairs.

At the Conference, Chief of the Ministry Office Vu Dang Minh presented a summary report on the results of the implementation of the tasks in January 2025, and the implementation of the Work Program in February 2025 of the Ministry of Home Affairs; representatives of leaders of a number of units under and directly under the Ministry spoke, clarifying the tasks that have been and will be implemented; at the same time, proposing solutions to effectively implement the tasks in February 2025; Deputy Minister Truong Hai Long reported on the progress and results of the implementation of the tasks assigned by the Minister; and a number of other contents.

According to the report, January 2025 is the month with a long Lunar New Year holiday and a large and complicated workload that requires utmost urgency; however, under the close and drastic direction of the Minister and Deputy Ministers, together with the great efforts and determination of the affiliated units, the Ministry of Home Affairs has proactively started to carry out its tasks from the beginning of the year and immediately after the Lunar New Year holiday to focus on completing 65/66 tasks assigned by competent authorities (reaching a rate of 98.5%, an increase of 7% compared to the same period in January 2024), notably:

The Ministry of Home Affairs has focused on advising the Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW of the Government to report to the Central Steering Committee, the Politburo , and the Central Executive Committee to deploy and complete tasks related to summarizing the implementation of Resolution No. 18-NQ/TW, specifically: reporting to the Politburo to agree on the plan to arrange and streamline the Government's apparatus and end the activities of the Government Party Committee to establish the Government Party Committee; at the same time, focusing on advising and carefully preparing the content and documents to serve the organization of the first Conference of the Government Party Committee to approve the Working Regulations; Working Program; Decision on establishment and functions, tasks, and organization of the agencies advising and assisting the Government Party Committee; perfecting the Party organization and Party committees of Party committees directly under the Government Party Committee; assigning tasks to members of the Executive Committee and members of the Standing Committee of the Government Party Committee.

Regarding institutional work, the Ministry of Home Affairs reported to the Politburo on the orientation policy for a number of key contents in the drafting of the Law on Government Organization (amended); the Law on Local Government Organization (amended). Accordingly, the Ministry of Home Affairs has received and completed 02 draft Laws and 04 draft Resolutions for submission to the Government for submission to the National Assembly Standing Committee and the National Assembly; submitted to the Government for promulgation 03 Decrees, the Minister issued 01 Circular to ensure sufficient legal basis for effective implementation of the work of arranging and streamlining the apparatus and promptly resolving the regimes and policies for civil servants, public employees and workers when implementing the arrangement of the apparatus.

Focused on advising on the organization of the Summary Meetings of the Standing Committee, the Central Emulation and Reward Council and the 9th Meeting of the Government's Steering Committee for Administrative Reform; successfully organized the Conference of cadres, civil servants, public employees and workers of the Ministry of Home Affairs in 2024 and the signing ceremony of the emulation agreement in 2025; organized the celebration of the Lunar New Year 2025 to ensure safety, health and economy; organized the socialization of resources to implement the work of visiting, encouraging and giving gifts to people in difficult areas; did a good job of social security for civil servants, public employees and workers in difficult circumstances of the Ministry on the occasion of the Lunar New Year. In addition, the units have completed the issuance of the Plan to implement the Work Program in 2025; At the same time, it has completed responding to 60/60 petitions sent before the 8th Session of the 15th National Assembly, and is focusing on responding within the deadline to petitions sent after the 8th Session of the 15th National Assembly (to be completed before March 14, 2025).

Concluding the Conference, Minister Pham Thi Thanh Tra acknowledged the spirit and high responsibility of the units under and directly under the Ministry of Home Affairs that have made efforts to complete the tasks assigned by competent authorities, typically the Department of Organization - Personnel, Department of Local Government, Department of Administrative Reform, Central Emulation and Reward Committee, and Office of the Party Committee of the Ministry.

Regarding the key tasks, Minister Pham Thi Thanh Tra requested to focus on advising the Steering Committee to summarize Resolution No. 18-NQ/TW of the Government to direct ministries, ministerial-level agencies, and agencies under the Government to submit to the Government for promulgation Decrees stipulating the functions, tasks, powers and organizational structures of ministries, branches and specialized agencies under People's Committees at all levels; at the same time, complete the plan to reorganize the apparatus according to Official Dispatch No. 35/CV-BCĐTKNQ18 dated January 23, 2025 of the Steering Committee to ensure that there is no interruption or omission of work (completed before February 10, 2025 to come into operation from March 1, 2025); advise and guide the implementation of issued policies on reorganizing the apparatus associated with streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees according to job positions; Complete the arrangement of public service units of ministries, branches and localities to ensure the goals of Resolution No. 19-NQ/TW associated with improving the level of financial autonomy.

Focus on implementing the merger of the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs to ensure unity, consensus, democracy, publicity and transparency; do a good job of political and ideological work, promptly resolve policies and regimes for cadres, civil servants, public employees, workers and other subjects to ensure good performance of tasks assigned by competent authorities and so that the cadres and civil servants of the Ministry after the merger can work with peace of mind, comply, unite, share, join hands and be unanimous to promote the core values ​​and common development of the Ministry after the merger. Submit to the Minister for promulgation the Working Regulations of the Ministry (after the merger), the Decision stipulating the functions, tasks, powers and organizational structure of the units and organizations under and directly under the Ministry (after the merger) immediately after the Government issues the Decree stipulating the functions, tasks, powers and organizational structure of the Ministry (after the merger) to ensure that the new structure and organization of the Ministry will be put into operation from March 1, 2025; urgently advise on criteria for evaluating cadres, civil servants and public employees of the Ministry according to the requirements of Decree No. 178/2024/ND-CP of the Government.

Focus on completing the Government's Report on the preliminary summary of the work of arranging district and commune-level administrative units for the 2023-2025 period; at the same time, continue to guide and urge 51 localities approved by the National Assembly Standing Committee to urgently arrange the organization, assign civil servants and public employees, and handle public assets after the arrangement to ensure early stability for the organization of Party Congresses at all levels in 2025; at the same time, continue to review and propose plans to merge district and commune-level administrative units for those administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee to proactively plan the arrangement of district and commune-level administrative units for the 2026-2030 period.

Promote digital transformation in all units under the Ministry from the beginning of 2025; continue to update and supplement the national database on cadres, civil servants and public employees to put into use and exploit to effectively serve the state management of cadres, civil servants and public employees; at the same time, focus on completing specialized databases of Home Affairs and connecting and synchronizing them to the Intelligent Operations Center (IOC) to exploit and operate to serve the leadership and direction of the Ministry's leaders. Focus on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo at the Ministry of Home Affairs to ensure efficiency and quality.

Regarding the specific tasks to be implemented in February 2025, the Minister requested units to focus on advising and carefully preparing relevant contents and documents to serve the 9th Extraordinary Session of the 15th National Assembly; focus on completing the dossier proposing the development of the Law on Cadres and Civil Servants (amended); submit to the National Assembly for approval the Resolution on the structure of the number of Government members for the 15th National Assembly term and the Resolutions of the National Assembly on approving the dismissal and appointment of a number of Government members for the 15th National Assembly term at the 9th Extraordinary Session; complete the Interim Report on the arrangement of district- and commune-level administrative units of the Government for the period 2023 - 2025; Prepare a report to the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance allowance, preferential allowance for meritorious people and social allowance as prescribed in Point d, Section 6.2 of Resolution No. 142/2024/QH15; advise on the plan to review and evaluate civil servants and public employees of the Ministry to implement a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget as prescribed.
