On the morning of August 13, the National Assembly Standing Committee gave its opinion on the draft Law on Higher Education (amended). In the draft law submission, Minister of Education and Training Nguyen Kim Son said that the draft law clearly stipulates pre-inspection for doctoral training programs, teacher training, medicine, and law.
The Ministry of Education and Training licenses programs and decides on enrollment targets for medicine, pharmacy, and law.

Accordingly, the draft law stipulates that the Minister of Education and Training will approve the implementation of training programs for teacher training, health and law fields. In addition, the draft law adds a provision that the Minister of Education and Training will regulate the number of students enrolled as well as the threshold to ensure input quality (floor score) for teacher training, health and law fields.
For other sectors and fields, training institutions are autonomous in developing and issuing training programs. Training programs in the fields of national defense and security are issued by the Ministry of National Defense and the Ministry of Public Security .
The draft law also stipulates that training institutions must register to be permitted to conduct higher education activities. The scope of registration for higher education activities includes: training level; training fields and groups; training locations and training activities in digital space.
In a preliminary review, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that in order to strictly manage the quality of university training, the Standing Committee of the Committee agreed that the Ministry of Education and Training should manage the licensing of training programs for the fields of pedagogy, medicine and law.
The Standing Committee proposed to consider regulations on registration of higher education activities and proposed to replace registration with operating licenses to enhance the effectiveness of state management in quality assurance and control; have a mechanism to partially revoke licenses for training activities in case of violations.
In the discussion that followed, Vice Chairman of the National Assembly Nguyen Khac Dinh agreed that it is necessary to control very tightly and carefully from the opening of majors to the training process of the majors of pedagogy, health and law.
Regarding the law industry, Mr. Dinh said that 2-3 years ago, reports showed that there were 103 law bachelor training institutions, some of which only trained a few dozen people, had no curriculum, and no permanent lecturers. "This affects the quality of training," Mr. Dinh acknowledged.

Similarly, with the health sector, Mr. Dinh said that according to the data he updated, there are currently 40 - 50 schools training in the health and medical sectors.
"I don't know if it's good or bad, but with so many facilities like that, I don't know if they have enough teachers and workers, or if they have hospitals and laboratories to provide proper training," Mr. Dinh said, agreeing that the entire training process must be strictly controlled. If it fails and is not corrected, the license must be revoked.

Also agreeing on the need for more investment and regulation in the three above-mentioned sectors, especially the pedagogical sector, Chairman of the Economic and Financial Committee Phan Van Mai said that special selection must be done to recruit talented people, people with passion to become teachers. Along with that, they must be trained thoroughly, systematically and have policies.
"I would also like to say that teachers' salaries being three times higher than the average salary is not unreasonable," said Mr. Mai.
Regarding the medical and pharmaceutical industry, citing an article reflecting "Vietnam trains doctors and pharmacists like no other in the world", Mr. Mai said that it is necessary to tighten training standards for these industries.
Explaining further, Minister of Education and Training Nguyen Kim Son said that this law amendment increases decentralization and delegation of power under conditions of increasing autonomy, with the ultimate goal of improving the quality of education and training.
"It is necessary to firmly let go of what needs to be let go and firmly grasp what needs to be grasped. This includes only grasping the issue of human resources, the right to replace people, the right to close educational institutions, and stop training activities. Try to grasp and let go without making a mistake," Mr. Son emphasized.
According to Minister Son, the education sector has received more attention in recent years. The admission standards for education have recently increased significantly. This year, it is probably in the same competitive group as medicine and pharmacy. That is good news.
Regarding the health and law sectors, Mr. Son said that in the past, they mainly controlled the opening of majors very tightly, but in the future, they will control the entire training process.
"Controlling these three areas is not only controlling input, not only controlling output, but controlling the entire process because these are three teachers who have a great impact on all activities of society," the Minister of Education and Training affirmed.
