Minister of Industry and Trade Nguyen Hong Dien emphasized this when chairing the conference to announce the adjusted National Power Development Plan for the 2021-2030 period, with a vision to 2050 (adjusted Power Plan 8) on the afternoon of April 28.

Great power given to local authorities to approve projects

Mr. Pham Nguyen Hung, Director of the Electricity Department (Ministry of Industry and Trade), said that the plan aims to provide enough electricity for domestic demand, meeting the socio -economic development goals with GDP growth.

Of which, commercial electricity in 2030 will reach about 500.4 - 557.8 billion kWh; the target for 2050 will reach about 1,237.7 - 1,375.1 billion kWh. Electricity production and import in 2030 will reach about 560.4 - 624.6 billion kWh; the target for 2050 will be about 1,360.1 - 1,511.1 billion kWh. Maximum capacity will reach about 89,655 - 99,934 MW; in 2050 it will reach about 205,732 - 228,570 MW.

Minister of Industry and Trade Nguyen Hong Dien said that in order to meet the requirements of the new situation with the target of 8% growth this year and double digits in the coming years, it is necessary to adjust and supplement the Power Plan 8. However, the important issue is how to put the plan into practice and implement it effectively to meet the electricity demand for development.

In particular, with an annual investment demand of 16-18 billion USD, after 2035 the investment level for power projects will reach about 20 billion USD/year. Mr. Dien said that without a price policy and a suitable electricity price framework for the market, it will be impossible to attract investors and there will be no electricity.

As a locality approved for a large amount of renewable energy capacity in the planning, Mr. Nguyen Thanh Cong - Vice Chairman of Son La Provincial People's Committee - said that in addition to power source and grid projects, the province was approved for the first wind power project with 180 MW and renewable energy source is floating solar power on Son La hydropower reservoir, implemented under the public bidding mechanism.

With a large amount of work, Mr. Cong said that the province will soon adjust the general planning and land use planning to ensure synchronization with the energy planning. Stick to projects to avoid delays

Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Group - proposed that the ministry soon have a program to implement the planning plan, and regularly update and review the implementation progress.

Localities need to focus on supporting investors in approving policies, granting land... At the same time, provinces should soon adjust development plans and implementation plans for the next 5 years when merging administrative units to properly implement the plan.

The revised Power Plan 8 has an open mechanism, giving local authorities the authority to decide and approve projects with a capacity of less than 50 MW and a grid of less than 110kV. According to Mr. Dien, a dynamic legal corridor will facilitate project approval. Therefore, localities need to update, review, and add power source and grid projects to local plans for implementation.

"Localities need to be clever in selecting investors who have real economic, financial and operational capacity. In the previous period, I saw many investors selected, but they waited for the right time to surf the waves and make a profit.

This is very dangerous so the progress must be strictly controlled. Once it is included in the planning, no matter how difficult it is, it must be done. We cannot attach national energy security to a few investors who do not meet the requirements," Mr. Dien emphasized.

At the same time, he requested to focus on resolving difficulties and problems of renewable energy projects that are stuck and arising. Timely propose to replace slow-progressing projects. Local ministries and branches actively review and propose amendments to regulations related to electricity market operations and electricity prices, ensuring that there are strong enough mechanisms to attract investors.

To implement the adjusted Power Plan 8, Mr. Dien requested that localities soon report on the plan's implementation plan, as currently only 20 localities have submitted reports.
