Affirming that the biggest "bottleneck" of the local education sector at present is the issue of managing and using the teaching staff, Director of the Department of Education and Training of Quang Ninh, Nguyen Thi Thuy, said that it is necessary to assign the education sector to take charge of recruiting teachers to overcome the current situation of surplus and shortage of teachers.
Regarding the model of educational institutions when implementing the 2-level government model, representatives of leaders of some districts and cities of Quang Ninh proposed to maintain the status quo of educational institutions and have appropriate decentralization of management.
Permanent Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the initiative of Quang Ninh province in reviewing conditions to implement major policies such as teaching 2 sessions/day and exempting tuition fees for students.
Referring to solving the teacher shortage, Deputy Minister Pham Ngoc Thuong said that the fundamental long-term solution is to have stronger policies for teachers.
"This is not a preferential treatment, privilege, or benefit, but something teachers deserve to enjoy," Mr. Thuong emphasized.
Regarding the arrangement of educational facilities when implementing the two-level local government model, Mr. Thuong said that schools should not be merged because this is not consistent with educational goals.

Don't let the second lesson be distorted.
Minister of Education and Training Nguyen Kim Son said that when restructuring administrative units, it is necessary to prioritize ensuring the normal operation of educational institutions, and not mechanically merge educational institutions when changing administrative units.
“After stabilizing the apparatus and thoroughly evaluating all aspects, then we will review and reorganize if necessary. The Ministry will provide specific instructions on this,” the minister said.
Regarding state management in the field of education, the minister noted that there needs to be a division of responsibilities between the department and commune levels, but not rigidly.
According to the minister, it is expected that in the 2026-2027 school year, the principle of enrollment at all levels will be implemented regardless of administrative boundaries.
Instead, an admissions principle will be applied that ensures students go to the educational institution closest to their place of residence.
Regarding the policy of organizing the second session, the Minister of Education and Training affirmed that the format of the second session is very open.
However, the principle of implementation is that only one session is needed to implement the main curriculum and it is only allowed to be implemented in one session, this is the responsibility of the entire education sector. The second session will depend on the conditions of each locality.
Putting forth the requirement that the second class session must not be distorted, the head of the education sector said that in order for schools to be orderly and teaching to be healthy, it is necessary to prevent forcing students to take extra classes in any form.
“Extra classes can increase students' academic performance, but do not bring much value in developing students,” the minister emphasized.
