Mobilizing resources to eliminate temporary housing in Ham Yen

- In recent times, Ham Yen district has had many creative ways to mobilize resources to join hands to help poor households in the temporary housing elimination program. From the participation of the entire political system to the support of the community, up to now, many new, spacious houses have been built, helping poor households to stabilize their lives.

Diversified resources

Identifying the elimination of temporary and dilapidated housing as a key issue to help people, especially ethnic minorities, improve their lives and gradually narrow the gap in living standards, grassroots cadres in Ham Yen have come up with many good ways, suitable to actual conditions, to mobilize and propagate poor households to seize opportunities and take advantage of support capital from the State and the community to build and repair temporary houses.

The house of Mrs. Trieu Thi Mai, Xit Xa village, Minh Khuong commune received support to build a new house.

Ham Yen district also mobilized all resources to support poor households in building houses; coordinated the allocation of resources to support housing construction for poor households from the capital of the National Target Program (NTP) for sustainable poverty reduction, the NTP for socio -economic development in ethnic minority and mountainous areas.

In addition, the entire political system of Ham Yen district has paid attention to and implemented the propaganda and mobilization work synchronously to clarify the objectives of the Project, the importance and profound humanistic significance of the policy to support poor households in building houses. The results of the Project implementation were published in the Ham Yen District Newsletter (compiled by the District Party Committee's Propaganda Department), promptly posted on the Electronic Information Page, on the wireless loudspeaker system of the district and commune. The Fatherland Front, socio-political organizations wrote news and articles posted on the website of the higher-level vertical sector, social networking sites zalo, facebook, fanpage, etc. to create a wide spread among the people.

Minh Dan Commune - one of the most difficult communes in Ham Yen district, so in addition to the State's support budget, the mobilization of counterpart funds from families is very limited. In that situation, the locality has diversified resources combined with State resources to support people such as: Support for working days, materials, funding... to successfully eliminate over 27 temporary and dilapidated houses.

The house of Mr. Dang Van Tinh's family in Lang Vai village, Minh Dan commune was burned down, making the family's economy extremely difficult. To support Mr. Tinh's family to build a new house, the district and commune authorities called for the cooperation of businesses and production establishments in the area to support over 100 million VND. Mr. Tinh shared: "My family has a house thanks to the attention of the district and commune authorities and the community who supported the cost of rebuilding the house. I am very grateful! Without the cooperation of the community, my family would not have been able to have a house to stabilize their lives."

Building the foundation of life

For the family of Ms. Ly Thi Cho, in Minh Tien village 8, Minh Huong commune, having a house built is like opening up a new life. Her family has moved into a house of over 80 square meters, built with a capital of 50 million VND to demolish a temporary house, a loan of 80 million VND from the social policy bank and the family's savings and savings over the past 10 years. Ms. Cho confided: "Having a house is like having the whole sky! This is the motivation for my family to escape poverty, feel secure in developing the economy, and build a new life."

Ms. Ban Thi Hoa, Dao ethnic group, Coc Phuong village, Yen Thuan commune, received 50 million VND from the Bank for Agriculture and Rural Development, Ham Yen district branch to support her in building a house. Ms. Hoa happily said: “Thanks to the support of the State, businesses and people in the village, my family has a solid house to stabilize our lives. Having a solid house will be the foundation to build a new life.”

From various sources of capital, Yen Thuan commune has eliminated 84 leaky and temporary houses. Mr. Ma Van Tien, Chairman of Yen Thuan Commune People's Committee affirmed: Combining capital sources has helped the commune successfully eliminate leaky houses, helping people "settle down" to improve their lives.

After 4 years of implementing the Project to eliminate temporary and dilapidated houses for poor households in Ham Yen in the period of 2021-2025 (Project 308), up to now, the whole district has rebuilt and repaired houses for 1,512 disadvantaged households. From 2022 to October 2023, Ham Yen has supported poor households to rebuild and repair 1,008 houses. Of which, it supported rebuilding 1,003 houses and repairing 5 houses. From November 2023 to November 2024, the district has supported poor households to rebuild and repair 140 houses, of which it supported rebuilding 134 houses and repairing 6 houses. From January to May 2025, it has completed supporting 400/402 houses, reaching 99.5% of the annual plan.

The houses of charity are built from the love and responsibility of the community, containing profound humanistic meaning. With a solid house, poor households will have a stable home and the motivation to rise up and escape poverty. These results have contributed to promoting the tradition of "the rich help the poor", taking care of housing for poor households in Ham Yen district, effectively implementing the movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" according to Official Dispatch No. 102 of the Prime Minister, concretizing the emulation movement of the whole country joining hands for the poor, leaving no one behind. At the same time, contributing to the effective implementation of sustainable poverty reduction, one of the important goals in the roadmap for new rural construction in the locality.
