In the journey to escape poverty and develop a sustainable economy , labor export is increasingly becoming a practical and effective direction for people in Tuyen Quang province, especially young workers in remote areas. However, to work abroad, the initial cost is one of the major barriers that prevent many poor families from accessing this life-changing opportunity.
To remove financial bottlenecks and open a sustainable path for labor export, in recent years, Tuyen Quang province has actively implemented a policy credit program for workers working abroad under contracts. Through the provincial Social Policy Bank, workers from poor households, near-poor households, ethnic minorities, and extremely disadvantaged areas can borrow up to 100% of the cost of working abroad without having to mortgage assets, with flexible loan terms according to the duration of the labor contract. This policy has truly become a "savior" to help many workers boldly step out into the world .

Having struggled to find a way to borrow money for her husband to work in Taiwan, Ms. Bui Thi Vien in Ban Bo village, Thuong Lam commune (Lam Binh) shared: “My husband went to work under the State's program for ethnic minorities in mountainous areas. In addition to the capital supported by the State, my family was short of about 60 million VND. When I learned about the loan program from the Social Policy Bank, I went to the commune, received advice from the staff, and then my family was supported to borrow 60 million VND from March 2024. Thanks to that, my husband was able to go to work and regularly send home 25 million VND/month. After a year, we have paid off most of the loan and have some capital to invest in additional business in the countryside, I am very happy."
Mr. Nguyen Phan Vy, Director of the Tuyen Quang Provincial Social Policy Bank, said: “We have identified the labor export loan program as one of the key tasks contributing to the implementation of the sustainable poverty reduction policy. In the period of 2022 - 2024, the program has made significant progress in both the scale of loans and the number of workers accessing capital.
Loan turnover increased sharply year by year: in 2022 it reached more than 8.1 billion VND; in 2023 it was nearly 12 billion VND (an increase of 45.28%) and by 2024 it reached over 16.4 billion VND (an increase of 38.94%). The outstanding loan balance of the program also increased from 9.5 billion VND in 2022 to 16.25 billion VND in 2023 and reached more than 20.86 billion VND in 2024. In the first 4 months of 2025, the entire branch disbursed 62 cases of labor export with an amount of more than 4.8 billion VND, bringing the total outstanding loan balance of the labor export program to more than 21.2 billion VND with 756 households still in debt.
The number of customers accessing the policy is also increasing. In 2022, there were only 98 loans, but in 2023, there were 157 loans (an increase of 60.20%) and in 2024, there were 216 loans (an increase of 37.58%). These figures show that the program is effective and is increasingly spreading to the working class.
Policy credit has been affirming its role as a lever to help the poor and disadvantaged have the opportunity to access a better life. When the policy reaches the right people at the right time, it opens the door to escape poverty in a fundamental and sustainable way. And on that journey, the Bank for Social Policies is the companion that helps each dream become a reality.
