Challenges in land access
Among the component indices that decreased in points such as market entry, time costs, and informal costs, the province's land access index decreased the most from 6.86 points in 2023 to 5.66 points in 2024.

Next are the procedures for determining the value of land use rights that take a lot of time; the process and procedures for processing land records are not in accordance with the content listed or prescribed in the document; the land price is not in accordance with the content listed or prescribed in the document.
By loosening land access mechanisms, Thang Quan Industrial Park (Yen Son) is becoming an investment destination for many businesses.
According to the Chairman of the Provincial Business Association, one possible reason for the increase in these obstacles is that the new Land Law will take effect in August 2024, but the issuance of a number of guiding documents has not kept up, leading to obstacles when businesses carry out land-related procedures. In addition to objective causes, there are also subjective causes. That is, coordination between relevant agencies in carrying out land procedures is still limited; there is a lack of clean land to attract business investment, not to mention the low coverage rate of construction planning... These obstacles, although undesirable, have caused some businesses to delay and cancel their business plans, which means losing investment opportunities and early market entry for businesses.
A representative of LGG Tuyen Quang Garment Corporation said that after more than 3 years of investment approval, the company has yet to complete phase 1 to start production. The reason is that the company has not completed land lease procedures due to the site clearance.
Determined to regain position
Determined to "untie" procedures in the land sector and at the same time consider this a key task to improve the investment and business environment, enhance competitiveness and attract potential investors to the province, at many meetings of the Provincial Party Committee and Provincial People's Committee, the provincial leaders affirmed: The success of enterprises is the common success of the province. Therefore, the province will review and seriously evaluate the shortcomings and limitations in land management, from planning, land allocation, land lease to compensation and site clearance. On that basis, the provincial leaders will increase dialogue with enterprises to listen and promptly resolve difficulties and problems related to land; make adjustments and issue appropriate mechanisms and policies, creating more favorable conditions for enterprises in accessing land, while ensuring the harmony of interests between the state, enterprises and people.
Comrade Pham Dinh Tu, Deputy Director of the Department of Agriculture and Environment, said: To improve the land access index and contribute to improving the province's competitiveness index, the sector has been drastically implementing groups of solutions. The sector continues to review and advise the Provincial People's Committee to cut unnecessary procedures; at the same time, publicize the procedures for people and businesses to follow and understand. The sector is also making efforts to shorten the time to handle land-related records; strongly apply information technology to improve the efficiency and transparency of the processing process; improve the capacity and responsibility of officials in performing their work. Regarding the land fund issue, the sector has advised the Provincial People's Committee to report to the Ministry of Agriculture and Environment to adjust and supplement the indicators for using industrial, sports, and transportation land... to facilitate businesses in implementing projects. According to the Deputy Director of the Department of Agriculture and Environment, land procedures are the final step to implement investment projects. Therefore, to facilitate businesses and improve the province's investment environment, the responsibility is not only of the Department of Agriculture and Environment but also of related departments, districts and cities.
According to Mr. Dinh Van Tinh, Vice Chairman of Yen Son District People's Committee, the District People's Committee is strengthening propaganda, announcing and publicizing the hotline phone number to receive feedback and recommendations from businesses and people on the land sector. Businesses and people having problems can call directly to the Vice Chairman of the District People's Committee, Head of the Department of Natural Resources and Environment, Deputy Chief of Office of the District People's Council and People's Committee, email address (gmail): [email protected]. At the same time, the process and processing time of each type of dossier are publicized on the electronic system, with clear progress notifications. This has initially brought positive results, people and businesses are no longer passive and also limited the occurrence of negative events.
The determination to “untie” land procedures is not only a temporary solution to improve the PCI index, but also a strategic step to unlock land resources, creating new momentum for the province’s sustainable development. With specific actions and the synchronous participation of the entire political system, it is showing the province’s strong efforts in removing “bottlenecks”, breaking through to rise up the PCI rankings, affirming its position as an attractive and trustworthy investment destination.
