Promoting digital transformation in new rural construction in Nhu Xuan

Identifying digital transformation as an important task in the "journey" of building new rural areas, right after the plan was issued, Nhu Xuan district quickly assigned tasks to localities; especially focusing on propaganda to raise people's awareness of digital transformation. In addition, organizing and implementing digital transformation training conferences for cadres, civil servants, public employees, members of the commune-level digital transformation steering committee; guiding the activities of community digital technology teams, developing digital society, digital economy , digital government. Through the training course, commune-level cadres, civil servants and community digital technology teams in the district have been fully equipped with knowledge and skills in areas that need digital transformation priority; guiding each household and citizen to install and log in to applications. Typically: Application to bring agricultural products, small-scale industry, OCOP products, local strengths to e-commerce platforms; Application of digital transformation in agricultural production, cashless payment applications... Enterprises, production and business households in the district all use electronic invoices at a rate of 100%.

On the other hand, the district guides, inspects, and urges localities to pilot the construction of digital transformation models suitable to actual conditions. Currently, through the program, people in Nhu Xuan district have gradually accessed online public services, authorities from the district to the commune have processed work records in the network environment; 100% of communes meet the criteria on information and communication in the set of criteria for new rural development; over 70% of communes meet criterion number 8 on information and communication, people are trained in knowledge to access state management information on the network platform and directly interact with the government on the network platform.

As one of the typical examples of implementing digital transformation in Nhu Xuan district, in recent times, Bai Tranh commune has promptly issued directive documents, developed a digital transformation plan in the area and set out specific targets for each stage to focus on implementation. In particular, the commune focuses on building a digital government to contribute to orienting, managing, supporting the development of the digital economy, digital society, and digital infrastructure; promoting the role and responsibility of leaders; putting people and businesses at the center of digital transformation work. In addition, diversifying propaganda work on the benefits and importance of digital transformation so that people understand and respond to implementation on the commune's loudspeaker system, social networking platforms, such as: zalo, electronic information page... Along with that, the commune has deployed online fee collection for organizations and individuals who need to pay fees via bank accounts, contributing to ensuring transparency in the process of collecting fees and administrative procedure fees. It is known that Bai Tranh commune has invested more than 500 million VND in digital transformation tasks. To date, 100% of the commune's socio-economic sectors are directed, operated and managed through digital platforms; over 82% of people of working age have the skills to use online public services and essential digital services; 62% of people of working age have electronic payment accounts, can pay for essential services.

It can be said that the implementation of digital transformation has improved the efficiency of the administrative apparatus, bringing many benefits to the people. This is also a model that is consistent with the inevitable trend of the 4.0 era, contributing to improving the operational efficiency of Party committees and authorities, ensuring political security, social order and safety, strongly promoting local socio-economic development, and building new rural areas with positive results. Accumulated to the end of 2024, Nhu Xuan district has 7 communes meeting new rural standards, of which 1 commune meets advanced new rural standards; 63 villages meet new rural standards, 7 villages meet model new rural standards.
