The above information was reported by Minister of Education and Training Nguyen Kim Son to the National Assembly on the implementation of resolutions on questions in the field of education and training.
Regarding extra teaching and learning activities, the Minister said that 88 inspections were conducted at 4 provincial People's Committees, 46 departments, 3 universities, 2 national universities, 2 academies and 56 higher education institutions. These included inspections of extra teaching and learning at a number of departments of education and training.

Along with that, the Ministry of Education and Training also issued Circular 29/2024 regulating extra teaching and learning. This is a very important tool in managing extra teaching and learning inside and outside schools, and is also the basis for organizing inspection and examination activities on extra teaching and learning.
The Ministry also directed localities to strengthen inspection, examination and supervision of the implementation of regulations on extra teaching and learning, establish inspection teams and conduct direct inspections in 5 provinces and cities: Hanoi, Quang Tri, Hai Phong, Bac Giang, Thai Binh and Ho Chi Minh City.
In addition, the ministry has also advised and submitted to the Prime Minister a dispatch on strengthening the direction of secondary school and high school enrollment and the management of extra teaching and learning activities.
The Minister said that up to now, 100% of departments have proactively consulted and coordinated with departments, branches and sectors to draft regulations on extra teaching and learning of the province, posted them on the provincial information portal to solicit public opinions, appraise the draft regulations, and submit them to the provincial People's Committee for promulgation.
By the end of March 2025, 4 provinces had issued decisions regulating extra teaching and learning in their localities, including: Long An, Ca Mau, Hai Duong, Binh Duong. Up to this point, many other provinces and cities have issued this regulation.
Testing e-textbooks
Regarding the compilation and appraisal of textbooks, Minister Nguyen Kim Son said that the ministry has issued Circular 26/2024 amending and supplementing a number of articles of the regulations on standards and procedures for compiling and editing textbooks; standards for organizations and individuals compiling textbooks.
In addition, the ministry also specifies more clearly the standards for individual editors and the time for receiving application documents for appraisal; the appraisal of textbooks is revised in May every year. The time for receiving re-appraisal documents is in September every year.
In addition, the Ministry of Education and Training also continues to direct localities to register quantity needs; request publishers and units with approved textbooks to provide timely supplies so that teachers and students have textbooks before the new school year begins.
The Minister also affirmed that the supply of textbooks must ensure sufficient quantity, quality, and on schedule to schools and related units, meeting the needs of teachers, parents, and students in the area.
Notably, according to Mr. Son, the ministry is conducting research to develop a plan to test and use electronic textbooks according to the 2018 general education program.
In addition, Mr. Son also said that printing and distributing textbooks in Vietnamese and ethnic minority languages still face difficulties. Compiling books for disabled students and organizing bilingual translation of textbooks according to the new curriculum face many difficulties from the design stage to the implementation stage.
