On High Technology Law (amended), according to Minister Nguyen Manh Hung, High technology is not only a preferential investment field but also a strategic pillar of the economy, national defense, security and national competitiveness. High technology is also national sovereignty . This is a change in the perception of our Party. Vietnam has announced a list of 11 strategic technology groups that Vietnam must master. This is also a declaration of Vietnam's autonomy and self-reliance in technology.
This revised Law on High Technology aims to institutionalize the above viewpoints. It classifies high technology, strategic technology, and core technology for development management. High technology is for national development, strategic technology is a national priority for self-reliance, requiring special policies. Core technology is what we must do and keep.

About some specific content mechanisms and policies for high technology , Minister Nguyen Manh Hung informed: In The current law will continue to be maintained and incentives will be increased if FDI increases the localization rate of technology transfer with research and development activities in Vietnam. The law builds special policies to strongly promote strategic technology autonomy such as direct assignment of tasks, specific mechanisms in decoding, purchasing technological know-how, establishing special experimental areas for strategic technology and special procurement of strategic technology and strategic products as the delegates' opinions.
Regarding the Law on Technology Transfer, the main goal of this amendment is to form a real technology market, technology transfer becomes a diffusion and commercialization mechanism to bring technology into production faster and stronger. Shift from controlling transfer to promoting innovation, reducing administrative procedures, shifting from pre-control to post-control, creating a transparent mechanism, developing intermediary organizations for businesses to quickly import new technology, master and innovate technology. To strongly promote the science and technology market, the Law on Technology Transfer stipulates more on the development of intermediary organizations, brokers, consultants, technology assessment, price appraisal, and connecting supply and demand, which are things that we are weak in regarding intermediary organizations. “ Both Laws are amended to strengthen management capacity. The State shall carry out comprehensive digital transformation to monitor, compile statistics, measure, and publicly announce the effectiveness of high-tech operations and technology transfer. To ensure flexibility and quick adaptation to technological changes, specific and quantitative regulations will be assigned to the Government. The State always retains the right to post-control technology with strong sanctions to avoid price gouging and bringing outdated and environmentally harmful technology into Vietnam.
