Ministry of Construction approves asphalt concrete reinforcement mat on National Highway 14E

The Ministry of Construction said that the Vietnam Road Administration has submitted Document No. 50 on approving the adjustment of the pavement design of the National Highway (QL) 14E renovation and upgrading project. Based on actual traffic volume, to ensure long-term stability of the project when put into operation, the Ministry of Construction approved the policy of adjusting the asphalt concrete layer of the road surface of the project.

The Ministry assigned the Vietnam Road Administration to direct relevant units to decide on adjustment solutions to suit actual conditions (traffic, load, weather, etc.); contract regulations and relevant laws; ensure economic - technical, long-term project stability; not exceed the total investment, not affect the project progress, promote investment efficiency. The investor is responsible for the adjustment decision.

Previously, the Vietnam Road Administration submitted Document No. 50. This unit said that during the project implementation, according to the investor's report, due to the increase in traffic volume; the Quang Nam Department of Transport (now the Department of Construction) issued Document No. 5251 reporting on vehicle count data. The Quang Nam Provincial People's Committee issued Document No. 10324 dated December 31, 2024, Document No. 2431 dated March 28, 2025, requesting the Ministry of Construction to consider and allow an additional layer of asphalt concrete for the project. On this basis, the Vietnam Road Administration directed the design consultant and relevant parties to study, calculate, analyze, evaluate, determine the cause and propose to strengthen the asphalt concrete layer to ensure quality and safety in operation.

The project to renovate and upgrade National Highway 14E was assigned by the Ministry of Construction to the Vietnam Road Administration as the investor. By March 2025, the project had completed more than 42% of the contract value. The Minister of Construction directed the urgent implementation of construction and completion by the end of 2025, putting it into operation to promote investment efficiency and be consistent with the public investment disbursement plan for 2025.
