Thousands more houses for poor households in Ky Son

By April 30, 2025, Ky Son mobilized more than VND 96.7 billion from National Target Programs to support housing.

Of which, the central budget is 28.8 billion VND, the province nearly 2 billion VND, and the people contribute more than 65 billion VND. The province's 1838 Program supports an additional 107.9 billion VND, including 65 billion from the Fund for the Poor and nearly 8.3 billion donated by organizations and individuals in the area. The total resources have significantly contributed to helping poor households stabilize their housing.

Many communes completed over 90% of the target.

My Ly commune is nearly 60km from the center of Ky Son district. Among them, there are villages 15-20km from the center of the commune such as Pha Chieng, Nhot Lot, Cha Nga... We have been to Pha Chieng village many times, a village bordering Pung Vai village of Laos. Most of the houses here are thatched and bamboo houses, wooden houses from long ago. The terrain in Pha Chieng is quite rugged. The village is about 10km from the center of My Ly commune, and in the rainy season it is often isolated because the road is difficult, steep and slippery. The terrain here is quite steep, with many streams, so transporting materials and mobilizing human resources to help people build houses is very difficult.

Having just moved into a new house, Mr. Gia Va Mua said that this time, the government supported him with 60 million VND, so his family took advantage of the remaining wood from the old house and bought more heat-resistant roofing sheets to rebuild a completely new, more solid house. Now, Mr. Gia Va Mua's family has moved into a new house. During the rainy season, they no longer have to worry about hail and tornadoes collapsing their house like before. Along with Mr. Va Mua's family, this time, there are 5 other households that also have new houses to live in, of which 2 households are currently about 80% complete, expected to be completed in May 2025.

Mr. Luong Van Bay - Chairman of the Commune People's Committee said that the entire My Ly commune has 102 houses that need to be newly built and repaired according to the phase 2 plan and completed before June 30, 2025. Of these, 80 houses are newly built and 22 are repaired. As of May 10, 96 houses have started construction, of which 40 have been completed.

Ky Son is a particularly difficult border district of Nghe An province. In the period of 2023-2025, the whole district needs support for 3,902 houses, including 3,400 newly built houses and 502 repaired houses. Of which, the 1838 program supports 2,757 houses (2,402 newly built, 355 repaired). The ethnic minority program has 127 newly built houses, while the poverty reduction program supports 1,009 houses (868 built, 141 repaired). The meritorious people program supports 9 houses (3 newly built, 6 repaired).

From 2023 to the end of 2024, Ky Son has completed 2,834 houses, including 2,636 newly built houses and 198 renovated houses. Phase 2 is continuing to be implemented from the beginning of 2025. Many communes such as Muong Long, My Ly, Huu Kiem, and Bao Thang have completed over 90% of the plan. Muong Long is the first locality to complete 100% of the target. This result contributes to improving the living conditions of thousands of poor households in the border area.

Mobilize all resources to complete ahead of schedule

Among the 21 communes and towns in Ky Son, many localities have a large number of houses in need of new construction or major repairs, such as My Ly commune with 102 houses, Bac Ly with 82 houses, Keng Du with 71 houses, Bao Nam with 96 houses, etc.

In Keng Du commune, Mr. Luong Van Ngam - Secretary and Chairman of the Commune People's Committee said that thanks to "The State and the people working together", many households are bold and confident in building new houses. In the commune, the National Target Program for Poverty Reduction has 50 newly built houses, 50 houses have been started and 23 houses have been completed. The Provincial Program 1838 has 16 newly built houses and 4 repaired houses, all of which have been started and 8/20 houses have been completed. The program for people with meritorious services has been completed. Mr. Ngam further emphasized that it is expected that in May 2025, all 71 houses will be completed.

The support of the State, the help of the forces, and the government are the motivation for people to strive to rise up, boldly borrow capital to build new houses, and repair houses. Most households mobilize counterpart capital of about 100 - 200 million VND to build houses, part of which is sent back by children working far away, and part of which the family borrows preferential loans from the bank.

In order to achieve the goal of completing 100% of housing for people under 4 programs before June 30, 2025, the Party Committees and authorities in Ky Son have mobilized all resources to support households in building houses. In which, both human and material resources are mobilized, while combining capital sources and calling for counterpart funds from other sources.

At the same time, 191/191 blocks and villages also established a Working Group with 955 members participating. In addition to the Party Committees and authorities, armed forces stationed in the district such as border posts, police, and military also actively mobilized human and material resources to support households in building houses.

As of May 10, 2025, phase 2 has started construction of 1,049/1,068 houses, reaching 98.2% of the plan. And 694/1,068 houses have been completed (reaching 65%). Of which, the National Target Program for Poverty Reduction has completed 171/307 newly built houses and 35/49 repaired houses. The program to support people with revolutionary contributions has completed 6/7 houses.

Along with the construction and repair progress, the district's departments and branches also make efforts to disburse support resources, promptly encouraging people to have more resources to have new, solid houses to live in.
