By the end of April, the disbursement rate of the Ministry of Construction only reached 15.88% - lower than the same period last year, making the risk of not completing the capital plan become more present. The Minister of Construction issued Official Dispatch No. 18/CD-BXD to the People's Committees and Departments of Construction of the provinces and cities including: Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak , Dong Thap and Da Nang city; and related Project Management Boards, requesting to focus on directing, urging and accelerating the implementation progress as well as disbursing public investment capital in 2025.
According to reports from investors and Project Management Boards, by the end of April 2025, the Ministry of Construction had only disbursed 15.88% of the central budget capital plan assigned by the Prime Minister - significantly lower than the same period in 2024 (20.97%). Many local projects have very slow disbursement progress, of which 6 projects have a very low disbursement rate, and some projects have not even disbursed.
In order to achieve the goal of disbursing 100% of the capital plan in 2025 and actively contribute to the economic growth target of over 8%, the Minister of Construction requires localities to:
Resolute and flexible direction: The Director of the Department of Construction, the Project Management Board and related units must urgently implement flexible, timely and effective solutions to promote disbursement. At the same time, units must ensure the quality of the project, avoid loss, negativity, waste and violations of the law.
Resolutely resolve site clearance issues: Authorities at all levels need to coordinate closely to speed up site clearance, hand over clean sites to contractors, and ensure project progress.
Notably, the Ministry of Construction warned that it would recommend stopping projects that cannot be completed on schedule, especially projects that have been extended or used combined funding from localities. These projects will be handed over to localities for continued management and implementation in accordance with the provisions of the 2024 Road Law and Decree No. 65/2024/ND-CP dated December 26, 2024.
The Ministry of Construction requested the People's Committees of provinces and cities to seriously direct their affiliated units to urgently implement the telegram, ensuring progress and efficiency in using public investment capital in 2025.
