According to information from the Department of Planning and Finance (Ministry of Construction), according to the monthly disbursement registration of investors, in May 2025, the Ministry of Construction plans to disburse about VND 5,872 billion.

Adding the accumulated slow disbursement of about 3,694 billion VND, the total capital needed to be disbursed in May is about 9,566 billion VND.

Determining that the disbursement volume is still very large, the Department of Planning and Finance recommends that investors take advantage of favorable weather to speed up project implementation; closely coordinate with localities in site clearance, remove obstacles in material supply, and create favorable conditions for contractors to speed up. Investors also need to pay special attention to completing procedures for acceptance and payment of completed work to fully disburse to compensate for the delayed capital and the capital registered for disbursement in May 2025.

Many units disburse better than average

Reports from investors show that, as of April 30, 2025, the entire Ministry of Construction disbursed about more than 13,200 billion VND, reaching nearly 16% of the capital plan assigned by the Prime Minister .

Of which, 11 investors have disbursement rates higher than the average of the Ministry, including: My Thuan Project Management Board (nearly 21%), Vietnam Road Administration (nearly 20%), Ho Chi Minh Road Project Management Board (over 19%), Project Management Board 2 (over 18%), Project Management Board 7 (over 16%), Hanoi University of Architecture (32%), Western University of Construction (27%), Thanh Hoa Department of Transport (32.5%), Ninh Binh Department of Transport (29.5%), Vietnam Expressway Corporation (over 21%), Phu Tho Department of Transport (18.5%).

In 2025, the total central budget public investment plan of the Ministry of Construction assigned by the Prime Minister is about 83,746 billion VND, including: 81,384 billion VND of the 2025 plan and 2,362 billion VND of the extended plan for 2024.

Based on the needs and disbursement capacity of the projects, the Ministry has submitted documents to competent authorities to regulate and register additional capital for a number of projects such as: high-speed railway on the North-South axis; Lao Cai - Hanoi - Hai Phong railway; Expressway projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, My An - Cao Lanh; Rach Mieu 2 Bridge...

In the coming time, it is expected that the Ministry of Construction will be assigned by the Prime Minister to supplement more than 6,000 billion VND of capital to increase the central budget revenue in 2022 and 2023 for the My Thuan - Can Tho expressway project and the Cam Lo - La Son expressway expansion project; allowing to extend the implementation time and disbursement plan from 2024 to 2025 by about more than 4,000 billion VND.

The Ministry of Construction has also requested the Ministry of Finance to synthesize and report to competent authorities the disbursement needs in 2025 for capital from the increased central budget revenue in 2024 of about VND 1,171 billion. The total disbursement plan for investment capital in 2025 of the Ministry of Construction is expected to be more than VND 95,000 billion.
