Ministry of Construction responds to route change of North-South High-Speed ​​Railway Project

The Ministry of Construction affirmed that during the survey and preparation of the feasibility study report for the North-South High-Speed ​​Railway Project, it ensured the most optimal route direction, minimized the impact on people's lives, and met traffic connectivity requirements.

The Ministry of Construction has just issued document No. 9891 to the National Assembly Delegation of Gia Lai province to respond to the petition of Gia Lai province voters sent after the 9th Session of the 15th National Assembly.

Accordingly, the Ministry of Construction received a petition from voters of Gia Lai province (transferred by the National Assembly 's Committee for People's Aspirations and Supervision) related to the North-South High-Speed ​​Railway Project.

Specifically, voters of Gia Lai province expressed their agreement and support for the policy of building a modern and synchronous high-speed railway line to meet the increasing transportation demand, creating momentum for rapid and sustainable socio-economic development, contributing to promoting the country's industrialization and modernization.

However, in order for the project's site clearance to be implemented smoothly, on schedule and to minimize impacts on people's lives as well as cultural and historical works in areas where the railway passes through, voters recommend that competent authorities consider adjusting and supplementing 2 contents.

Voters of Gia Lai province requested the Ministry of Construction to adjust the route from km 886+000 (belonging to the old Hoai Son commune) to km 903+500 (belonging to the old Hoai Hao ward) to move to the West.

The reason for the adjustment is to avoid direct impacts on existing residential areas and resettlement areas of the recently completed North-South Eastern Expressway Project; and at the same time, to protect important historical relics such as the Nga Ba Dinh relic and the 1961 raid on the puppet government headquarters (in the former Hoai Son commune).

In addition, voters recommended that the Ministry of Construction supplement a plan to synchronously connect traffic from Bong Son station to key areas such as the inner city, the North-South expressway, National Highway 1A and provincial roads.

The purpose is to maximize investment efficiency, ensure smooth traffic, and contribute to local socio-economic development after the railway line comes into operation.

Responding to the opinions of voters in Gia Lai province, the Ministry of Construction said that the North-South High-Speed ​​Railway Project is in the stage of selecting a Consultant to prepare a Feasibility Study Report for the project.

Based on the opinions of Gia Lai province voters, after selecting a consultant, the Ministry of Construction will request the investor to direct the consultant during the survey process, prepare a feasibility study report to carefully study the terrain and topography where the project passes.

“To ensure the most optimal route direction, minimize impacts on people's lives, historical and spiritual relics... as well as meet regional traffic connections with the railway for synchronous exploitation, maximize project investment efficiency and contribute to local socio-economic development after the railway line is put into operation”, the Ministry of Construction mentioned.

Previously, on August 4, 2025, in the report on preparations for the implementation of the North-South High-Speed ​​Railway project through the province, the Gia Lai Provincial People's Committee requested the Ministry of Construction to direct the Railway Project Management Board to work with the locality in the process of studying detailed design options, minimizing overlap and impact on urban planning, residential areas, resettlement areas (recently invested in construction to serve the site clearance of the North-South Expressway Project), and key projects of the province.

In addition, study the plan to adjust the route of the High-speed Railway Project on the North-South axis to avoid overlapping with the Eastern North-South Expressway Project; preside over and coordinate to conduct surveys and assess the impact on national historical relics (Thanh Cha relic, An Nhon Tay ward) and provincial historical relics (Nga Ba Dinh relic, relic of the 1961 raid on the puppet government headquarters, Hoai Nhon Bac ward).

The North-South high-speed railway project through Gia Lai province has a total length of about 115.70 km (from km 886+300 to km 1002) passing through 18 communes and wards. The starting point is in Hoai Nhon Bac ward, bordering Quang Ngai province; the ending point is in Quy Nhon Tay ward, bordering Dak Lak province.
The project includes 2 passenger stations including Bong Son Station in Hoai Nhon Nam Ward; Dieu Tri Station in Tuy Phuoc Tay Commune; the station location is about 4 km west of the current Dieu Tri Station. The freight station and Depot are not arranged.
