At the launching ceremony of the program "Comprehensive healthcare access - For a healthier Vietnam by 2025" held on August 2 in Bac Ninh, Deputy Minister of Health Tran Van Thuan emphasized that one of the three major orientations of the health sector today is to make periodic health check-ups for the whole population a national health goal.

The event was organized by the Ministry of Health in collaboration with the Vietnam Young Physicians Association and the People's Committee of Bac Ninh province, and marked the beginning of the implementation of the Smart Healthcare Project in Bac Ninh province for the period 2021-2030.
Speaking at the event, Deputy Minister Tran Van Thuan affirmed that public health care does not start from the hospital bed but must start from the community, from initial, close and sustainable approaches to the people.
When people are detected early at risk of disease, receive health advice and monitoring right at their local level, the new healthcare system can truly reduce the burden on upper-level hospitals, reduce treatment costs and at the same time improve the quality of life for the whole society.
According to him, the commitment to “leaving no one behind” can only be realized when primary healthcare is firmly consolidated and digital transformation is utilized as an effective tool throughout the system.
In particular, the Deputy Minister cited General Secretary To Lam's direction that "every citizen should strive to have a health check-up at least once a year", which is not only a professional goal but also a humane reminder that health care cannot wait until you get sick. It must be a proactive strategy, focusing on disease prevention.
In line with this spirit, the Ministry of Health identifies strengthening primary health care as the foundation, digital transformation as the lever, and universal health check-ups as a fundamental step in the current period.
According to Deputy Minister Tran Van Thuan, there is no longer a gap between high technology and basic healthcare when artificial intelligence can support image diagnosis, risk indicators of cardiovascular disease, cancer or chronic diseases are digitized and monitored on the electronic health record platform. These achievements are present, serving and protecting people's health from the places closest to them.
Also at the ceremony, the leaders of the Ministry of Health emphasized three major orientations that the health sector is implementing. First of all, it is to make periodic health examinations for the whole population a national health goal, helping to detect early, intervene promptly and effectively prevent non-communicable diseases, which are currently a heavy burden on the health system.
The second is to ensure fairness in access to health services, narrow the gap between regions and population groups, improve the capacity of grassroots health care and promote synchronous digital transformation, ensuring that all people, whether in urban or rural areas, have timely and humane access to essential health services.
Third, build a smart provincial healthcare network, where each locality proactively creates a digital healthcare ecosystem with electronic health records, remote examination and consultation, an early warning system for epidemics, and treatment support using artificial intelligence.
This is the foundation for moving from a reactive to a predictive healthcare model, from manual management to data-driven operations, all to serve people's health effectively and sustainably.
Bac Ninh is one of the pioneering localities in implementing the Project "Building smart healthcare, focusing on community healthcare for the period 2021-2030".
The locality is focusing on key contents such as digitizing national health data, applying artificial intelligence in managing non-communicable disease risks, and reorienting the grassroots health network towards multi-functionality, connectivity, and prioritizing prevention over treatment.
