Exposing the tricks of producing fake medical alcohol by the Vice Chairman of a town in Hanoi

On June 17, Hanoi City Police provided additional information about the arrest of Mr. Pham Dinh Tuan, Vice Chairman of the People's Committee of Chuc Son town, Chuong My district, to investigate the act of producing and trading in counterfeit medical alcohol.

According to the authorities, in addition to Mr. Tuan, the Economic Police Department also arrested Pham Dinh Dung (Mr. Tuan's brother) for the same act.

Hanoi police said that in April 2016, Mr. Tuan established MCB Vietnam Production and Trading Company Limited, specializing in the production of alcohol and physiological saline. In 2018, Tuan changed the company name to Ngan Ha Company and appointed his brother as the director and legal representative of the company, although in reality all activities were directed and operated by Tuan.

The investigation agency determined that initially, Tuan used machines and production lines to produce medical alcohol, using 95-degree, 96-degree, and 99-degree ethanol as raw materials. However, from around January this year, seeing that selling medical alcohol products produced from ethanol was low in profit, Tuan bought 99-degree methanol chemicals (also known as industrial alcohol) to produce medical alcohol.

Then, Tuan instructed his staff to mix methanol and RO water in proportion, then bottle, label, and pack the alcohol for sale. Tuan decided the selling price of the alcohol. Specifically, alcohol made from methanol was sold for 11,000 VND/500ml bottle, alcohol made from ethanol was sold for about 12,000 to 13,000 VND/500ml bottle.

The Economic Police Department discovered and seized more than 18,800 bottles of 70-degree alcohol and more than 16,700 bottles of 90-degree alcohol, worth about 382 million VND according to the selling price of Ngan Ha Company.

Through testing, the authorities determined that the product samples "70-degree Ethanol" and "90-degree Ethanol" produced by Ngan Ha Company did not contain ethanol as declared on the product label, but contained methanol.

On June 15, Hanoi City Police decided to temporarily detain Pham Dinh Tuan and Pham Dinh Dung and are continuing to expand the investigation and handle the subjects according to regulations.
