A new turning point in Party building work.

In implementing the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress for the 2020-2025 term, for more than half of the term, the Provincial Party Committee has focused on leading the improvement of the quality of Party building work with the key solution being the innovation of methods, enhancing the leadership capacity and fighting strength of grassroots Party organizations, paying attention to political and ideological education and promoting the exemplary role of cadres and Party members.

Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stated: One of the tasks that the Provincial Party Committee has particularly focused on and implemented immediately after the congress is concentrating on reforming leadership methods towards key priorities, addressing specific issues and tasks. In leadership and guidance, the Standing Committee of the Provincial Party Committee, the Provincial People's Council Party Group, the Party Committee of the Provincial People's Committee, and the Provincial People's Committee demonstrate consistency, decisiveness, and strong character, daring to confront shortcomings and limitations; resolving and overcoming difficulties to promote development. The issuance of resolutions, directives, mechanisms, and policies must be consistent with the practical situation, accompanied by ensuring resources and creating high unity in the leadership, guidance, and implementation process. Focus is placed on resolving difficulties, obstacles, inadequacies, and some newly arising issues, as well as bottlenecks hindering the province's development. The implementation process has been diligent, decisive, and innovative, especially in addressing new and challenging tasks. These are considered highlights in the leadership and guidance of the Provincial Party Committee, contributing to a strong transformation in the awareness and actions of the entire political system regarding the implementation of tasks for the 2020-2025 term.

The Party Committee of the Provincial Agencies and Enterprises Bloc, in coordination with the Provincial Party Committee's Organization Department, organized a thematic conference on strengthening the building of Party and mass organizations in private economic units (September 2023).

The spirit of innovation in the leadership, guidance, and management of the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the Provincial Party Executive Committee has spread to all levels of Party committees, governments, sectors, localities, and units throughout the province. The working methods, styles, and procedures of Party committees and governments at all levels have been reformed, ensuring they are scientific , democratic, thorough, specific, and close to the people; promptly concretizing, institutionalizing, building action plans and programs, and effectively implementing the Party's policies and resolutions in a synchronized and flexible manner. The quality of grassroots Party organizations and the leadership capacity of Party committees at all levels throughout the Provincial Party Committee have been gradually improved.

The Provincial Party Committee and its Standing Committee have seriously led and directed the implementation of the Party's 13th National Congress Resolution, the 14th Provincial Party Congress Resolution, and the resolutions of the 13th Central Committee, with many innovations. The leadership and direction in developing and promulgating a system of documents to concretize the resolutions, directives, and regulations of the central government on Party building and the political system have been carried out promptly, accurately, synchronously, uniformly, and quickly put into practice.

In implementing Resolution No. 21-NQ/TW dated June 16, 2022, on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period, the Provincial Party Standing Committee directed the development and improvement of organizational models for several types of grassroots Party organizations and piloted online Party activities and Party activities by Party group; assigned and directed Provincial Party Committee members to participate in activities with residential area Party branches; issued guidelines on criteria and procedures for building the "Four Good Party Branch" and "Four Good Grassroots Party Committee" models; and directed district and city Party committees and subordinate Party committees to implement the construction of Party branches and committees according to the "Four Good" model. It also directed the completion of the transfer of Party organizations and members according to Regulation No. 60-QĐ/TW dated March 8, 2022, of the Secretariat on Party organizations in state-owned economic groups, corporations, and commercial banks. Party membership development has made progress, with over 2,100 new members considered for admission in the first half of the term, bringing the total number of party members in the province to 21,875.

The work of defending the Party's ideological foundation and refuting erroneous and hostile viewpoints has received focused leadership and guidance. The Provincial Steering Committee 35 has directed all levels, sectors, and localities in the province to proactively grasp the ideological situation and public opinion, detect emerging issues early, predict and propose timely solutions for combating and preventing them, contributing to maintaining political security, order, and social safety. The Provincial Party Committee and the Provincial Steering Committee for Anti-Corruption and Negative Phenomena have decisively directed all sectors, agencies, and localities in the province to strengthen propaganda and education, raising awareness about preventing and combating corruption and negative phenomena; continuing to proactively prevent, detect, and handle corruption and negative phenomena, especially focusing on administrative reform, transparency, and openness.

The Party's inspection, supervision, and disciplinary enforcement work has continued to be reformed and strengthened based on the serious and synchronized implementation of many new Party regulations, contributing to building a clean and strong Party and political system; curbing, preventing, and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party. During the first half of the term, Party committees and Inspection Committees at all levels in the province inspected 1,413 Party organizations and 1,531 Party members; and conducted thematic supervision of 836 Party organizations and 785 Party members. Through inspection and supervision activities, violations and shortcomings were promptly detected, corrected, and rectified, contributing positively to improving the leadership capacity and fighting strength of Party organizations and enhancing the quality of Party members, thus contributing to maintaining strict Party discipline and order.

Based on Resolution No. 4 of the 12th and 13th Central Committees, Conclusion No. 21-NQ/TW of the 4th Central Committee Meeting of the 13th Party Congress, Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo, and the Party's regulations on exemplary conduct, the Provincial Party Committee has directed Party committees at all levels, Party organizations, and collective leadership of agencies and units to seriously implement self-criticism and criticism in conjunction with the evaluation of leading and managerial cadres from the provincial to the grassroots level, in accordance with the regulations and guidelines of the Central Committee. The content, process, and methods of evaluation have been gradually reformed, basically ensuring strictness, objectivity, caution, and a solid basis, and becoming increasingly substantive. Party committees at all levels have instructed cadres and Party members to sign commitments to implement the Party's directives and resolutions according to the regulations of the Central Committee for monitoring and supervision, and at the same time, as a basis for reviewing, evaluating, and ranking Party organizations and Party members annually.

Along with that, the Provincial Party Committee and its Standing Committee have also strengthened their direction, requiring heads of Party committees and governments at all levels to systematically receive citizens and resolve complaints, denunciations, and suggestions from the people. This has helped them gain a firm grasp of the situation in residential areas, the thoughts and aspirations of cadres, Party members, and all strata of the population; enabling cadres and Party members to be closer to the people, understand them, be responsible to them; and promptly resolve suggestions and proposals, while reducing the number of complaints and denunciations. The exemplary role of cadres and Party members has also been gradually affirmed, contributing to consolidating the people's trust in the Party's leadership and the management and administration of governments at all levels. Furthermore, the mass mobilization system from the provincial to the grassroots level continues to effectively play its role in advising Party committees on leading and directing the implementation of Party resolutions and directives on mass mobilization, ethnic affairs, and religion... contributing to the fulfillment of socio-economic development tasks and maintaining political security, order, and social safety in the province.

The Provincial Party Committee has identified 2024 as the year of "accelerating" the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, and the resolutions of Party congresses at all levels. Therefore, the central task of Party building is to continue focusing on leading and directing the effective implementation of Party resolutions, especially those on Party building and rectification and the political system. It is crucial to resolutely prevent, repel, and strictly handle cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation." The focus will be on building a team of leading cadres at all levels with sufficient qualities, capabilities, and prestige, commensurate with their tasks. The Party congresses at all levels will be directed towards the 14th National Party Congress for the 2025-2030 term. Furthermore, it is essential to continue improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members; and to enhance the quality of Party branch activities. Strengthen inspection and supervision, maintain discipline and order, and prevent and combat corruption and negative practices.
