In the first quarter, all levels, sectors, localities and the entire political system of the province closely followed the direction and administration of the Government, the Provincial Party Committee and the Provincial People's Council to implement tasks with specific action plans and programs. In particular, the province focused on leading and directing the drastic implementation, completing the arrangement and streamlining of the organization and administrative apparatus according to the direction of the Central Government, thereby significantly reducing focal points, streamlining the payroll, and saving regular expenses. The quality of work and efficiency of service to people and businesses were maintained and improved.

In order to achieve the economic growth target of 14% or more, the province urgently has solutions to carry out the tasks of economic development, budget collection, and removing difficulties and obstacles for investment projects, key industries and sectors. In particular, the province focuses on reviewing and completely removing difficulties and obstacles for projects and investment projects outside the state budget that are behind schedule and have been stagnant for many years...

With drastic solutions, at the end of the first quarter, the province's industrial production index is estimated to increase by 15.83%, of which the processing and manufacturing industry achieved the highest growth rate with a growth rate of 34.59%. Tourists to Quang Ninh are estimated to reach nearly 5.7 million, up 6% over the same period in 2024 and up 3% compared to the plan, ranking 3rd in the country. Of which, domestic visitors reached about 4.5 million, international visitors are estimated at nearly 1.2 million. Total tourism revenue is estimated at 13,200 billion VND. Along with that, total social investment capital is estimated at nearly 26,000 billion VND, up 16.6% over the same period...

The above results continue to create momentum for the province's economic growth. Entering the implementation of the second quarter's tasks, the province strives for a GRDP growth rate of 12.14%; state budget revenue of VND14,912 billion; estimated number of tourists of 5.3 million; total non-social investment capital of 3.73%... The province determines the goal of persistently maintaining the production of economic pillars, including developing the processing and manufacturing industry, enhancing the application of science and technology, improving productivity, quality, efficiency, competitiveness, and autonomy.

At the same time, support investors to put 4 factories into operation and add additional capacity to the economy, such as: Factory producing heat conduction equipment, heat dissipation and lighting products; FECV Foxconn Quang Ninh Factory; VDL ETG Vietnam Project; Project to produce light alloy wheels. On March 26, Thanh Cong Viet Hung Automobile Factory was inaugurated and put into operation to produce and assemble automobiles, with equipment lines invested to produce and assemble Skoda automobiles - the oldest automobile brand in the Czech Republic. It is expected that in the second quarter, the first automobile product, Skoda Kushaq, will be launched in the domestic consumer market.

Exploiting the potential of tourism, the province continues to innovate tourism products towards high quality, competitiveness, promoting the advantages of Ha Long Bay and Bai Tu Long Bay to strongly exploit the luxury segment with high spending to increase tourism revenue. In particular, to anticipate the peak summer tourism, on the occasion of the April 30 - May 1 holiday, 11 typical events will take place in the province, such as: Ha Long Carnival 2025, Bach Dang Traditional Festival, Quang Ninh Ethnic Culture Festival 2025, National Excellent Archery Championship, Aqua Warriors Ha Long Bay 2025, Quang Ninh OCOP Fair - Summer 2025, Beer and Squid Cake Festival, Motorized Kite and Paragliding Festival, Ha Long City Lion and Dragon Festival... It is expected that in the second quarter, the tourism industry will welcome 5.3 million visitors, with total tourism revenue estimated at 14,720 billion VND.

In 2025, with the target of economic growth of over 14%, Quang Ninh directed to remove difficulties for non-budget investment projects, ensuring that the projects come into operation soon. According to the plan, this year the province will have 8 more non-budget investment projects and 2 projects in the form of public-private partnerships (Ha Long Xanh Complex Urban Area; Van Ninh General Port Phase 1; Quang Ninh LNG Power Plant; Ha Long Ocean Park; Quang Hanh High-class Hot Mineral Resort; High-class Complex Tourism Service Area in Van Don Economic Zone...). In addition, the province continues to complete many key traffic projects and works, such as: Coastal route connecting Ha Long - Hai Phong Expressway to Dong Trieu City; Provincial Road 342 through Ha Long City; project to renovate and upgrade National Highway 279 and study many new routes and ports in the provincial planning.

Infrastructure projects of industrial parks and secondary investor projects in industrial parks are being actively invested in and constructed. It is expected that 2-4 new industrial parks will be established and many industrial parks will be put into operation, attracting secondary investors...

At the recent meeting of the Provincial Party Standing Committee, directing key solutions for the second quarter, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized: In the second quarter, it is necessary to complete the review and cut 30% of administrative procedures as required by the Prime Minister; complete the submissions and draft resolutions to submit to the Provincial People's Council at the mid-year meeting, ensuring timely issuance of policies to promote economic development and ensure social security. At the same time, focus on removing all obstacles in planning and filling materials for public investment projects; improve the efficiency of investment attraction and orientation for investment attraction in the period of 2026-2030...
