The victim was identified as Vu Thanh Vinh (born October 6, 2005), residing at group 38, zone 4, Hong Gai ward, Ha Long city, currently a second-year student at FPT University. Previously, at around 5:00 a.m. the same day, Vinh went to Vincom wharf (Hong Gai ward) to swim in the sea but unfortunately encountered a strong current, was swept away and could not swim to shore.
After being discovered, the patrol team quickly approached, put the victim on a canoe and brought him safely to shore for first aid. The unit's medical team conducted an initial examination and health care, determining that the victim was out of danger and in stable health.
