Thousands of ethnic minority households lack residential land, housing, production land...
Buon Don is a border district of Dak Lak province, the total population of the district is 17,716 households with 74,388 people. Of which, the total number of poor households is 5,312 with 21,959 people (accounting for 29.98%), near-poor households are 2,486 households with 10,059 people (accounting for 14.03%); the whole district has 29 ethnic groups living in it, of which ethnic minorities account for 46.23% of the total population of the district, (local ethnic minorities account for 23.31%).
Mr. Sao Y Me, Head of the Ethnic Affairs Department of Buon Don district, said: Of the total 5,313 poor households, 3,499 are ethnic minorities (accounting for 19.75% of the total households in the area); 1,441 near-poor households are ethnic minorities (accounting for 8.1% of the total households in the area). The economic situation and life of ethnic minorities in the district are mainly agricultural production, self-sufficiency, and their material and spiritual lives face many difficulties.
Through review (National Target Program 1719, phase 2021 - 2025), the whole district has 1,192 households lacking residential land; 935 households lacking housing; 1,018 households directly lacking production land; 937 households lacking scattered domestic water; 4,748 households/4 communes lacking centralized domestic water.
Therefore, solving the shortage of residential land, housing, production land and domestic water is a very practical task for poor ethnic minority households, helping them to reduce difficulties, develop their economy, increase their income and improve their lives.
Difficulties in implementing policies
Mr. Sao Y Me, Head of the Ethnic Minority Department of Buon Don district, said: In 2024, the entire Buon Don district will have 299 ethnic minority households receiving housing support (each household will receive 40 million VND from the central budget, 4 million VND from the provincial budget and an additional 40 million VND in preferential loans from the Vietnam Bank for Social Policies (VBSP). This content has been deployed by the district to beneficiaries in the area in a public, democratic and transparent manner. Localities have completed screening of beneficiaries and the District People's Committee has approved the list of poor households receiving support.
To implement this content, it is necessary to integrate resources between the central support capital and the loan capital of the Social Policy Bank. However, up to now, the central Social Policy Bank capital has not been allocated to localities, thus greatly affecting the progress of housing support for ethnic minorities. Many households on the approved list have not dared to start construction because without the loan capital from the Social Policy Bank, the family does not have enough money to pay for labor, materials to build a house, etc.
Regarding the content of supporting residential land (the central budget supports 44 million VND, people can borrow preferential loans of 50 million VND), the district also cannot implement it because the local clean land fund is no longer available, moreover, the support level is low so people cannot buy residential land.
Regarding support for production land (central budget support of 22.5 million VND/household, preferential loan support of 77.5 million VND) it is also not possible because there is no land fund to provide to the people. In addition, the support level of 22.5 million VND for each household to buy production land is too low compared to the actual price because the local land price is many times higher than the support amount.
Regarding support for career conversion (the central budget supports no more than 10 million VND and preferential loans are not more than 100 million VND): 139 households have been supported to purchase agricultural machinery and tools with an amount of 900 million VND. In addition, the VBSP has provided loans to nearly 100 households, with an amount of 5,379 million VND for people to convert their careers.
The effective implementation content is to support decentralized domestic water. In 2023, water storage equipment was supported for 612 households, with an amount of 1,466 million VND. In 2024, support was provided to 692 households, with an estimated cost of over 2 billion VND.
Need to overcome difficulties, help poor ethnic minorities develop
According to the plan, the total budget capital to implement the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas allocated by the province to Buon Don district for the period 2021 - 2025 is about 257 billion 905 million VND (allocated up to now is 181 billion 868 million VND, expected in 2025 is about 76 billion 037 million VND) to implement projects on infrastructure construction, solving land for housing, land for production, domestic water, vocational training support... for ethnic minorities. In particular, the total budget capital to implement project 1 to solve the shortage of land for housing, land for production, domestic water for ethnic minorities has not been disbursed as planned, due to the above difficulties.
According to Mr. Y Si That K sor, Vice Chairman of Buon Don District People's Committee: To effectively solve the shortage of residential land, housing, production land, and domestic water for ethnic minorities under the National Target Program 1719. Firstly, regarding housing, the support amount of 40 million VND is difficult to build a new house, so the VBSP needs to soon deploy preferential credit loan policies (according to Decree No. 28/2022/ND-CP of the Government ), helping ethnic minority households to enjoy the benefits in accordance with the policies and guidelines set forth by the Party and the State.
Second, regarding residential land, the district has planned to build a resettlement area project in Buon Ndrech Ea Huar of about 11 hectares. Accordingly, each household is expected to be granted 400 square meters of residential land for housing. The total investment budget for this project is expected to be about 29 billion VND, including infrastructure, site clearance, public works, etc.
Regarding production land, the low support level of 22.5 million VND for each household to buy production land is not suitable to reality because the current production land has much higher value, so it is necessary to increase the investment level to support production land for the people.
Regarding domestic water, the district has invested in many large-scale clean water projects. However, in the local ethnic minority areas and scattered residential areas, especially in Ea Wer commune, clean water is still an urgent need. More investment is needed to build large-scale projects, only then can clean water be provided to the people.
“And the long-term strategy requires an industrial park in Buon Don to solve employment and increase people's income. That is the long-term policy to help people escape poverty sustainably,” Mr. Y Si That Ksor emphasized.
