Identifying trade and services as one of the three important pillars of economic growth, the province pays special attention to and issues support policies, creating favorable conditions for production and business, actively implementing programs to stimulate consumption, stimulate tourism, promote trade, introduce and promote local products to domestic and international markets.
Since the beginning of 2025, the Provincial Investment Promotion and Enterprise Support Center has organized programs to promote destinations and link tourism development with key markets such as Ho Chi Minh City, Da Nang, Can Tho, Kien Giang...; organized exhibitions of culinary tourism festivals, craft villages, exhibitions to promote tourism in the Red River Delta and neighboring areas in Vinh Phuc...
Tourism promotion programs are integrated with trade promotion activities, especially the province's OCOP program, to encourage businesses, cooperatives, and production establishments in the province to invest in production, improve product and service quality, and expand consumption markets, contributing to increasing the production value of the trade and service industry.
In the first quarter of 2025, the total number of visitors to the province for tourism and resort activities reached 2.85 million, an increase of 11% over the same period, with total tourism revenue reaching 1.1 trillion VND, an increase of 10% over the same period; revenue in the transportation sector reached more than 2,140 billion VND, an increase of 8.4% over the same period.
Currently, various types of commercial services are developing rapidly in localities in the province, along with traditional markets, supermarket chains, shopping malls, convenience stores, self-service stores, retail systems... increasing rapidly in quantity, scale of operation and service quality.
The province currently has 65 rural markets invested and built from the provincial budget with a total cost of more than 106 billion VND; in addition, the province also has 2 commercial centers, 7 supermarkets, 76 Winmart+ convenience stores and thousands of commercial stores of enterprises and business households to meet the consumption needs of the people.
In addition, the development of e-commerce and other types of commerce on digital platforms has received investment attention, meeting market demand with 100% of supermarkets and shopping centers in the province having non-cash payment devices, 55% of people aged 15 and over having transaction accounts at credit institutions; 65% of individuals and organizations using electronic payment channels...
Ms. Nguyen Thi Kim Tuyen, a saleswoman at Dien May Xanh supermarket in Vinh Yen city, said: “To stimulate shopping, Dien May Xanh often applies promotional programs on holidays throughout the year. The chain of stores also applies promotional programs specifically for customers who buy many products. To encourage customers to apply non-cash payment methods, some promotional programs use discount codes when customers pay through bank accounts and e-wallets, bringing many conveniences and benefits to customers when shopping.”
In the first quarter of 2025, the total retail sales of goods and revenue in the province's trade and service sectors reached nearly 21 trillion VND, equivalent to a growth rate of 11.8% over the same period.
With the target of double-digit economic growth in 2025, the e-commerce sector needs a strong "acceleration". To achieve this goal, the province continues to implement support policies, encourage investment in commercial infrastructure, expand distribution channels and improve service quality; promote the development of multi-channel retail models, combining traditional trade and e-commerce, to meet the increasing needs of consumers.
In addition, strengthen tourism and trade promotion programs to stimulate consumption and expand the market; actively attract investment from large retail enterprises, develop modern logistics systems and supply chains to create a solid foundation for trade and service development.
At the same time, strengthen market management, control product quality, strictly handle commercial fraud, trade in counterfeit goods, and protect consumer rights.
