
Taking place on October 16 and 17, the Congress in Ca Mau is a major event of historical significance, the first after the merger of the two provinces of Ca Mau and Bac Lieu . The great success of the Congress not only shaped a new development vision but also created a strong mark of innovation in organizational work.
One of the outstanding successes and hotly discussed at the conference was the mark of a “paperless Congress”. This was the first time Ca Mau organized a Provincial Party Congress in a “digital” form. All 450 delegates had their faces recognized when entering the hall and used tablets to study documents, discuss and vote.

This approach not only saves costs and time but also demonstrates strong political determination in applying technology, moving towards a smart, transparent and efficient operating model, concretizing the spirit of breakthrough in national digital transformation.

The Congress agreed on 22 main targets and identified three strategic breakthroughs for the new term, including: Institutional breakthroughs to unlock resources for growth; Breakthroughs in high-quality human resources, building a team of cadres who dare to think, dare to do, dare to take responsibility for the common good; Breakthroughs in infrastructure, prioritizing transportation, airports, seaports (such as Hon Khoai Port), clean energy infrastructure, and digital transformation infrastructure.

According to Huynh Quoc Viet, alternate member of the Party Central Committee, Standing Deputy Secretary of the Ca Mau Provincial Party Committee, the above goals are built on the basis of promoting the province's outstanding potential after the merger, with its position as the "shrimp capital" of the country, a center of renewable energy and a connection point of key national infrastructure projects, such as the Can Tho-Ca Mau Expressway and the 4C-class Ca Mau Airport, striving to become a green growth pole of the country.

An important content reported at the conference was the results of personnel work. Implementing Directive No. 45-CT/TW, the Congress did not conduct elections but key personnel were appointed by the Politburo and the Secretariat. The first term of the Ca Mau Provincial Party Committee Executive Committee consisted of 56 comrades, the Provincial Party Committee Standing Committee consisted of 19 comrades.

Comrade Nguyen Ho Hai was appointed to hold the position of Provincial Party Secretary. Notably, both the Provincial Party Secretary and the Chairman of the Provincial Party Inspection Committee (Comrade Huynh Huu Tri) are not local people, reflecting the new policy of the Central Government.

Speaking at the conference, Provincial Party Secretary Nguyen Ho Hai emphasized the need to take drastic actions and concretize the Resolution right from the first days and years of the new term with the highest political determination to soon put the Resolution into practice.

Regarding the key tasks after the congress, comrade Nguyen Ho Hai requested the entire Party Committee to focus on implementing well the 5 key groups of tasks. In particular, organizing the implementation and dissemination of the Congress Resolution to cadres, party members and the people.
Along with that is promoting the spirit of solidarity within the entire Party, the entire people and the entire army. This is the key factor to strive to successfully implement the Resolution, soon bringing Ca Mau to "develop rapidly, comprehensively, sustainably, worthy of its position as the southernmost province of the Fatherland".
In addition, it is necessary to urgently stabilize the organization and issue working regulations. Focus on leadership and direction to complete political tasks right from the first year of the term. At the same time, continue to perfect leadership and management positions after the congress and prepare well for the election of National Assembly and People's Council deputies at all levels for the 2026-2031 term...
