On the morning of April 28, in Hanoi, the Ministry of Home Affairs held a press conference to provide information on the Project to rearrange and reorganize administrative units at all levels and organize two-level local governments. Deputy Minister and Spokesperson of the Ministry of Home Affairs Nguyen Thi Ha chaired the press conference.
Establish about 12 to 13 special economic zones
At the press conference, Director of the Department of Local Government Phan Trung Tuan said: Currently, the Ministry of Home Affairs has only received proposals from 20 localities, so there is no exact information about the number of new communes and wards after the rearrangement. However, the Ministry has also directed localities to ensure that they follow the spirit stated by the Central Government, which is to reduce about 60-70% of the total number of commune-level administrative units nationwide, and if considering each locality, this locality may be higher or lower than another locality. Thus, the total number of newly formed communes after the rearrangement is about 3,300 units.
According to Mr. Phan Trung Tuan, it is expected that before May 10, the Ministry of Home Affairs will submit to the Government a project to arrange and merge provincial and communal administrative units nationwide, and before May 15, the Ministry of Home Affairs will submit to the National Assembly and the National Assembly Standing Committee for consideration and decision.
Regarding the implementation of Conclusion No. 150, dated April 14, 2025 of the Politburo , Mr. Phan Trung Tuan said: not only department directors, provincial party committee members or city party committee members, even important localities can arrange current provincial standing committee members to be heads of local party committees. The remaining contents related to personnel arrangements such as who is the secretary, who is the chairman, vice chairman, how local specialized agencies are organized, the locality will decide and be responsible according to current regulations.
In response to the question of abolishing the district level, of the current 696 district-level administrative units, 87 provincial cities and centrally run cities will no longer exist. Some opinions suggest that the names of the cities should be retained and these cities should be considered as grassroots government levels (including: cities, communes, wards, and special zones).
Mr. Phan Trung Tuan said that the initial proposal of the Ministry of Home Affairs still has the model of city and town and identifies this as a grassroots unit, at which time there will be no more communes and wards below, thus still ensuring the organization of local government at 2 levels: provincial level and grassroots level. The grassroots level includes communes, wards, special zones, cities and towns.
However, the Politburo has reviewed and commented on the project three times. After careful consideration, the Politburo and the Central Government agreed to unify the organization of local government at two levels and abolish the district level. We have agreed on the policy of completely abolishing the district level. At the grassroots level, there are only communes, wards, and special zones. There is no longer any concern about the name of the district-level administrative unit. If the name is retained, it may affect the psychology of many people. They will wonder why the policy is to abolish the district level while still retaining the cities and towns that are currently at the district level.
When formed, the grassroots level will have a compact organizational model, ensuring the best service to the people, ensuring effectiveness and efficiency, and the grassroots government will be close to the people... The commune level will only have communes, wards, and special zones (organized in island areas). According to the plan submitted by the localities, there will be about 12-13 special zones in the future.
Proposal to amend wage policy to ensure consistency and uniformity in the public and private sectors
At the press conference on key tasks for the second quarter of 2025, Deputy Chief of Office of the Ministry of Home Affairs Dang Duc Thuan said that the ministry will focus on thoroughly completing the quality of the submission and project on the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model; at the same time, urgently complete the draft guiding documents to resolve issues arising when implementing the arrangement of administrative units at all levels to submit to the Central Executive Committee. Complete and submit to the National Assembly Standing Committee to issue a resolution on the arrangement of administrative units.
The Ministry also focused on completing three legal documents to submit to the National Assembly for approval at the 9th Session of the 15th National Assembly, including: Law on Cadres and Civil Servants (amended); Law on Organization of Local Government (amended); Law on Employment (amended).
Focus on implementing the assessment of organizational restructuring at ministries, ministerial-level agencies, government agencies and specialized agencies under the People's Committees at provincial and district levels.
One of the key tasks that the ministry is focusing on effectively implementing is to develop measures to maintain and stabilize traditional overseas labor markets; develop and expand labor markets with guaranteed incomes suitable to the qualifications and skills of Vietnamese workers; and strengthen the work of ensuring the legitimate rights and interests of workers and businesses during and after returning home.
In particular, focus on researching and thoroughly evaluating the multi-dimensional impacts of the foreign labor market to research and develop a Strategy for Vietnamese workers working abroad to ensure socio-economic development goals, harmonize domestic and foreign labor, and improve workers' lives.
Notably, in the near future, the Ministry of Home Affairs will study and review related contents in Conclusion No. 83-KL/TW dated June 21, 2024 to propose and advise competent authorities to amend and supplement Resolution No. 27-NQ/TW dated May 21, 2018 on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises, Resolution No. 28-NQ/TW dated May 23, 2018 on reforming social insurance policies to ensure consistency and unification of salary contents in the public and private sectors.
