Diligently building flood-proof houses

The seemingly strange story above is taking place in Dai Hung commune (Dai Loc district, Quang Nam province), but it is a continuous program of Song Foundation - a fund to support the development of sustainable living communities, implemented over the past 11 years, in 11 provinces and cities across the country.

On sunny May days, on the inter-village roads in Dai Hung commune, the sound of concrete mixers, brick stacking, and people buzzing next to flood-proof houses that are gradually taking shape, makes many people admire and feel moved. No longer the scene of "waiting until the horse is gone to build a barn", Song Foundation is proactively adapting with the people to the surprise and fierceness of natural disasters.

Through discussion, the representative of Song Foundation said that Quang Nam has many low-lying areas, often flooded 1.5 - 3m and has big storms every year, so the model of houses with lofts should be applied. This is a model with a concrete floor or water-resistant materials, the minimum height of the loft is higher than the historical flood level, has a solid structure to withstand storms and can be used for shelter during natural disasters. Regarding capital, the program supports 50%, the rest is contributed by labor and materials from the old house. Sharing about the new house, the NY family in Dai Hung happily said: "Before, every year the family suffered when the flood came. Now that the storm and flood have come, the house has an loft, climbing up is easy."

Over a decade, the Flood-Resistant House program has supported the construction of 1,230 safe houses in all three regions. These include the Happy Village at Lang Loan peak in Nam Tra My district, Quang Nam province; the model of a flood-resistant floating house in Tan Hoa commune, Minh Hoa district, Quang Binh province, and many safe houses that have been constructed in the provinces of Quang Ninh, Ha Tinh, Khanh Hoa, Ben Tre , Soc Trang, Hau Giang, etc. The team of volunteers, including social activists and experts in the fields of materials, architecture, environment, etc., has conducted many field surveys, systematized house designs into a handbook with 3 groups of solutions: houses on the ground, houses with lofts, and floating houses. Of which, 9 design solutions for each family are proposed, ensuring harmony with the terrain and climate characteristics of each locality, safety and sustainability against storms and floods.

The highlight of the Flood-Resistant Houses program projects is the emphasis on the role of the people in response. The supported households do not simply benefit. They contribute part of the capital, build and supervise together. Speaking more about this point, the founder and President of Song Foundation Pham Thi Huong Giang shared: “The Fund focuses on promoting the participation of beneficiaries, the government and experts. People are the main factor in creating a safe house for themselves. The result of the project is not only a house but also the life of each family inside it. We want people to be more proactive in responding to natural disasters and other issues in life.”

On the evening of May 24, heavy rains in Ha Tinh province caused thousands of tons of rice to be washed away by floods. The early flood shows the unusual weather conditions, seriously affecting both life and production. In this context, the presence of funds such as Song Foundation proves the importance of proactively responding to climate change. Last April, Song Foundation launched the book From a community project to Song Foundation and the handbook Flood-resistant houses. This is a summary of the journey of implementing many programs of the fund. The proceeds from book sales are used to build safe houses, continuing the humane and meaningful journey.

In addition to the Flood-Resistant House program, Song Foundation also has Green Happiness, planting and preserving forests in Ninh Thuan and Soc Trang provinces; and the River Oh program to promote creativity, initiatives and dialogue on sustainable development through art, technology, education, and raising public awareness. The work that Song Foundation has been doing is not only aimed at the surface but also at solving the core issues related to people, the environment and society.
