Amending and supplementing a number of articles of the 2013 Constitution is a necessary and urgent requirement.

Currently, our country is streamlining and reorganizing the apparatus to enter a new stage of development. Therefore, amending and supplementing a number of articles of the 2013 Constitution to conform to the new organizational structure is a necessary and urgent requirement.
Through studying the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, I strongly agree with the amended contents, especially the provisions related to the role and position of the Vietnam Fatherland Front and its affiliated socio-political organizations. I highly appreciate and completely agree with the content of the draft affirming: “The Vietnam Fatherland Front is a part of the political system, led by the Communist Party of Vietnam , the political foundation of the people's government; gathers and promotes the strength of great national unity; expresses the will, aspirations and promotes the people's mastery...”. This provision clearly affirms the core role and central position of the Vietnam Fatherland Front in the great national unity bloc.
Regarding the content of amending and supplementing Clause 2, Article 9 of the 2013 Constitution, the draft resolution states: “The Vietnam Trade Union, the Vietnam Farmers’ Association, the Ho Chi Minh Communist Youth Union , the Vietnam Women’s Union, and the Vietnam Veterans’ Association are socio-political organizations directly under the Vietnam Fatherland Front…”. In my opinion, this provision will create an important legal basis for the arrangement and reorganization of member organizations, contributing to overcoming the overlap and overlap in functions and tasks between current socio-political organizations. Thus, organizations such as the Vietnam Farmers’ Association will be “directly under” the Vietnam Fatherland Front, meaning they will be under the direct leadership, management, and operation of the Vietnam Fatherland Front. This is new content, I think it is necessary to clarify the term "directly affiliated" so that the activities of farmers' associations, as well as other socio-political organizations, both ensure the direct leadership, management and operation of the Vietnam Fatherland Front, and ensure the "independence, autonomy and voluntariness" of each socio-political organization affiliated with the Vietnam Fatherland Front.
I also agree with the revised contents related to the two-tier local government model. I expect the new model will help the government operate closer to the people, improve the effectiveness and efficiency of state management, and better serve all classes of people, including farmers.
