Prime Minister: Resolve requests and proposals of businesses within 2 weeks

The Prime Minister requested ministries, branches and localities to resolve requests, difficulties and proposals of enterprises within 2 weeks.

On the morning of May 31, in Hanoi, Prime Minister Pham Minh Chinh chaired a seminar with businesses and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.

For the discussion to be successful, the Prime Minister suggested that it is necessary to clearly define what the State must do, what local authorities must do, what businesses must do, what people must do to implement the resolutions of the Politburo, the National Assembly, and the Government on private economic development; promote solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".

Unprecedented progress

From the discussion perspective raised by the Prime Minister, the seminar received many enthusiastic opinions from businesses, business associations and experts.

According to Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, Resolution 68 of the Politburo on private economic development shows unprecedented breakthroughs in the concept and thinking of private economic development.

Notably, less than 2 weeks - exactly 12 days - after Resolution 68 was issued, the Government quickly issued Resolution 138 on a specific action plan. The National Assembly also issued Resolution 198 on specific mechanisms and policies to promote private economic development.

"This is an "unprecedented step forward", demonstrating the determination and synchronization of the Party and State in supporting and developing the private economic sector," Mr. Than assessed.

Recognizing that the resolutions and policies issued by the Government are very clear, Ms. Mai Kieu Lien, General Director of Vinamilk, believes that implementation lies in people.

"If everyone agrees with the Government to properly and fully implement the policies set out by the Government, I think all businesses will develop and that is a world trend," Ms. Lien commented.

However, because "there are so many policies and laws", Ms. Lien hopes that if there are any problems or difficulties during the implementation process, the ministries, branches, levels and the Government will quickly handle and resolve them.

"For businesses, sometimes when there is an opportunity, they can move forward 5-10 years, but if they miss the opportunity, they will have to slow down 50 years," Ms. Lien said.

Affirming that Resolutions 66 and 68 of the Politburo are the "golden key" to opening the door for businesses to overcome long-standing barriers, Mr. Nguyen Quoc Hiep, Chairman of the Vietnam Association of Construction Contractors, said that from awareness to specific action is a process that requires all levels of government to participate.

Must respond to business proposals within 2 weeks

Thanking the delegates for their enthusiasm, efforts and experience, bringing a very democratic, open, frank atmosphere to the discussion, with exchange and criticism, the Prime Minister commented: "Each person's contribution has its own style, ten out of ten perfect".

From the overview of 6 major contents raised by the delegates, the Prime Minister clearly stated 7 groups of tasks and solutions that the Government, ministries, branches, and local leaders will have to implement.

Accordingly, the Government, ministries, sectors and localities must properly perform their creative roles, not get caught up in specific tasks; and focus on better implementing the three strategic breakthroughs in institutions, infrastructure and human resources.

Ensure to maintain independence, sovereignty, political stability, social order and safety, including network safety and security, so that businesses have conditions to develop quickly and sustainably.

"We cannot develop quickly and sustainably in an unstable country, without ensuring order and safety, without independence and freedom," the Prime Minister noted.

The next task, the Prime Minister pointed out, is to ensure equal access to capital, resources, land, human resources, law, freedom of business, equality, and property rights of enterprises.

The Prime Minister also requested ministries, branches and localities to regularly meet and discuss with businesses to find solutions to problems; and to resolve requests, difficulties and proposals from businesses within 2 weeks.

"Whether it's okay or not, we have to say it. We have to announce it as soon as it's resolved, not just internally. Just keeping it quiet is not acceptable," the Prime Minister said frankly.

Regarding proposals, especially initiatives and issues requiring state management and law-making, the Prime Minister requested ministries, branches and agencies to listen and fully absorb them. If they do not absorb them, they must explain. In addition, policies such as monetary, fiscal, materials, construction policies, etc. must be regularly reviewed.

Regarding monetary policy, the Prime Minister suggested that the banking sector should try to share with businesses, and only when businesses develop can banks develop. Regarding fiscal policy, the Prime Minister said that tax, fee, and charge policies, when necessary, must be implemented immediately, promptly, flexibly, and effectively.

"When a person is newly sick, treatment is very simple, but if the illness gets worse, it takes time, requires more medicine, costs more, requires more hospitalization, and is more expensive.

"Businesses' recommendations must be resolved within 2 weeks, but we must also constantly innovate, see what businesses need and what problems they have, and proactively and actively resolve them," the Prime Minister requested.

6 wishes of the Prime Minister to businesses

- Operate in accordance with the law, promote business ethics and civic responsibility.

- Continuously innovate, research, apply science, technology, digital transformation, smart management, especially transfer of source technology, core technology, enterprises must be at the forefront, pioneer, and take the lead in this field to bring national and ethnic benefits.

- Share, help, cooperate, connect more closely and effectively with each other, with FDI enterprises, with state-owned enterprises to create a broader supply chain, production chain, service chain, national and global in scope.

- Household businesses must become enterprises, small and medium enterprises must become large enterprises, large enterprises must become global, multinational enterprises with global supply chains.

- Participate in the process of ensuring progress, equity and social security, ensuring equal access to all areas of concern to the Party and State, especially equal access to infrastructure, education, healthcare, electricity, radio waves, etc., especially actively participating in building social housing and eliminating temporary and dilapidated houses nationwide.

- Together with the Government, ministries and branches under the leadership of the Party and the management of the State, participate in creating development, giving opinions on building institutions, developing infrastructure, training high-quality human resources, contributing to building and protecting the country in the direction of "sustainable stability, sustainable development, sustainable future", the people are increasingly happy and prosperous.
