Loose contracts, unclear wages
Khanh Hoa Sports Technical Training Center (abbreviated as the center), the unit managing 4 football teams U.15, U.17, U.19, U.21 with more than 90 athletes, is assigned the task of selecting talented people to train and nurture to achieve high results. However, this noble goal has been transformed by some coaches into a tool for personal gain.
According to the inspection conclusion of the Department of Culture, Sports and Tourism of Khanh Hoa , the selection of athletes is carried out once a quarter, based on the criteria of physical and technical talent. However, this process lacks close supervision from the management level, creating conditions for violations.
The first weakness in the process is the signing of the employment contract. According to regulations, the athlete's parents (guardians) sign directly with the center director. For underage athletes, the head coach is allowed to sign on their behalf but must have the approval and authorization of all the athletes' parents.

However, in reality, this regulation is seriously violated. As in the case of coach Le Van Tu of the U.15 team, the authorization was only made through the team meeting on February 1, 2023 with the signatures of 2 representatives of parents and athletes instead of all parents as prescribed by the Labor Code.
As a result, coaches are "legalized" to manage the wages and food expenses of athletes without close supervision from their families and management agencies.
The second serious flaw lies in the timekeeping and salary payment mechanism. According to the inspection conclusion, athletes are entitled to a meal allowance of 70,000 - 180,000 VND/day and a salary of 55,000 - 75,000 VND/day depending on the stage. However, instead of paying the athletes directly, the coaches are given full management authority.

Particularly serious, coaches were allowed to keep the ATM cards and passwords of athletes, a clear violation of financial management regulations. At the U.17 team, coach Nguyen Ty not only kept the ATM cards but was also given the right to directly check the athletes' attendance without any control mechanism.
In 2021, with 25 athletes, the total salary that Mr. Ty received from the accounting department was more than 430 million VND. However, instead of paying in full, he arbitrarily kept a portion to use for purposes other than those specified, such as: Covid-19 treatment, buying rapid test kits and some other expenses without documents, without going through parents or management.

The third loophole is the lack of clear regulations on the division of regimes. While the center pays wages equally to all athletes, coaches arbitrarily "give levels A, B, C, D" to divide them unfairly.
Specifically for the U.15 team, Coach Le Van Tu decided on level A at 1.1 million VND/month, level B at 1 million VND, level C from 800,000 - 900,000 VND, level D from 600,000 - 700,000 VND. Meanwhile, the center paid 75,000 VND/day for each athlete.
The difference of 19.5 - 22.8 million VND/month was put into the "team fund" to be used for picnics, buffets, and friendly matches without being made public or transparent.
' Rotating ' mechanism Coach , loopholes that foster abuse of power
One of the biggest shortcomings in youth football training in Khanh Hoa lies in the "rotation" mechanism of coaches. Accordingly, a coach can follow a generation of players from the U.15 team to the U.21 team, then return to lead a new generation of U.15 players. This system not only makes the internal evaluation and control process a formality, but also unintentionally creates too much power for each individual.
Without close supervision, some coaches have given themselves the right to "comprehensively manage" young players, from technical matters to finances. Keeping ATM cards, receiving wages, dividing benefits or setting up non-transparent "team funds" all take place under the shadow of this mechanism.

The goal set by the coaches is only to bring the team to the national finals, as a "mission completion target". As for developing the players' careers and training them for the professional team, it is almost ignored. As a result, after many years, the number of young Khanh Hoa players promoted to the first team can be counted on the fingers of one hand.
Even though the center is allocated a budget of about 60 billion VND per year to maintain the activities of 22 teams in many sports with more than 550 athletes, the budget specifically for training and treating injuries in football is very limited. The youth teams mainly practice "freely", participating in only one tournament per year, giving players few opportunities to compete and accumulate real-life competition experience.
Not only creating conditions for negativity, the loose training mechanism also directly harms the quality of youth football. When the teacher no longer plays the role of a guide but becomes the "money keeper", the football dream of hundreds of young players is cut short right from the beginning. (to be continued)
